ORDINANCE Cl H0. 2691 .L' 0EDLaNCE providing for the fixing and determining of certain additional officers, assistants, and employees in the Water Department of the City of Everett, prescribing the duties of such officers, assistants and employees, and fixing their salaries; providing for the payment of the costs of holding an election in the City of Everett under Ordinance No. 2687 of the City of Everett; providing for the payment of certain legal expenses incurred in connection with the water project -provided for in said Ordinance No. 2687, and authorizing and providing for the payments of costs of engineering expenses, field work expenses, exepnses for preparatin of plans and specifications, and all incidental expenses in Co xnection with the work on said water project; creating a special water construction fund, and providing for the payment of all expenses herein referred to; providing, an emergency expenditure therefor, and declaring an emergency. THE CITY OF EVERETT DOES ORDAIN: Section 1. That a public emergency exists, and has been caused by the adoption by the voters of the City of Everett, at an election held on the 20th day of June, 1936, under Ordinance No. 2687 of the project providing for additions to and betterments of the present water supply system of the city of Everett. That it is necessary to have additional officers and employees in the Water Department to perform work in connection with the said water project, and it is necessary to provide for the payment of holding said election, and for certain legal w°ro� l`: in connection with the said water project, and that said er ergenc' could not have been reasonably foreseen at the time of the making of the budget for the year 1936, to-wit: in October, 1935. Section 2. That all engineering work, field work, and work in connection with the preparation of tine plans and specifi- cations in connection with the said water project be performed by the plater Department. Section 4. That none of the officers or employees herein provided for shall be permanent officers or employees, but shall be considered temporary officers and employees only, and shall be employed only when there is work for them to perform. Such officers and employees shall perform duties which the Superintendent of the dater System or the Commissioner of Public works shall designate. -1-
