• <br /> Section 4: That the foregoing system or plan for the <br /> construction of said additions to and betterments of said <br /> water supply system, and the issuance of water revenue bonds <br /> to pay therefor, be submitted to the qualified voters of said <br /> city for ratification or rejection at a special election to <br /> be held therein on the 20th day of June , 1936. <br /> That the proposition so to be submitted at said special <br /> election shall be in substantially the following form: <br /> "Shall the City of Everett make certain additions to <br /> and betterments of the existing water supply system by construc- <br /> ting a pipe line varying from 36 to 52 inches in diameter, <br /> from the outlet of Tunnel No. 2 at Lake Chaplain and following <br /> the present No. 2 pipe line to Everett at a point near Cali- <br /> fornia and Harrison Streets in said City, across to City Reser- <br /> voir No. 2 and then to a point on Norton Avenue in said City <br /> near the plant of the Sound View Pulp Company, together with all <br /> necessary appurtenances and structures , and in order to pay the <br /> cost thereof issue its special revenue bonds in the principal sum <br /> of not exceeding 1 ,300 ,000 . bearing interest at a rate of not more <br /> than 6% per annum, said bonds being payable solely from the reve- <br /> nues of said water supply system and maturing serially in from ten <br /> to twenty years from date , all as more fully set forth in Ordi- <br /> nance No. 2. 657 of said City." <br /> In favor of above proposition _ <br /> Against above proposition • <br /> Section 5 : That by reason of the fact that it is <br /> necessary to immediately provide for an additional water supply <br /> for the City of Everett to supply the demand therefor, and in <br /> the interest of the public safety, peace and welfare of said <br /> City, an emergency is hereby declared to exist and this Ordinance <br /> shall take effect immediately upon its passage and publication. <br /> Passed this 2nd day of June , 1936. <br /> Mayor <br /> Attest : <br /> 9 City Clerk <br /> Published: June 2, 1936. <br />
