• ORDINANCE NO . 2653 . An Ordinance providing for the making of additions, betterments and extensions to the present water supply system of the City of Everett, by the construction of and the laying of a pipe line of suitable capaci- ty, and the furnishing and installation of appurtenances necessary to transmit a cross town extension of the Sultan pipe line No. 2 running from California. and Harrison Streets to a point on the southern boundary of'the pulp plant site owned by Weyerhaeuser Timber Company ,' a corpora- tion, of Everett, Snohomish County, Washington, which will conduct and deliver water and do all and everything necessary and needful in the furnishing of a water supply for a period of thirty years upon a meter- ed basis to said Weyerhaeuser Timber Company, a corporation, according to the terms and conditions of a written contract with said Company; to acquire by purchase and/'or condemnation or otherwise , lands, easements, rights of way, franchises, privileges and property necessary and con- venient for the proper construction, control , maintenance and. operation of said proposed additions, betterments and extensions to said water supply system; declaring the estimated cost thereof, as nearly as may be , providing for the payment thereof by cash derived from the sale of special water revenue fund bonds to be repaid out of revenues derived from the sale and disposition of water under the said contract with the Weyerhaeuser Timber Company to be kept in a separate fund until the costs and betterments herein provided have been paid in full , and de- claring an emergency. WHEREAS , it is deemed advisable by the City Council of the City of Everett that the said city shall make additions, betterments and exten- sions to its present water system, the same being necessary and needful in supplying and furnishing under its contract with the Weyerhaeuser Timber Company in the sale of surplus water as proposed above . NOW, THEREFORE , THE CITY OF EVERETT DOES ORDAIN: Section 1. That the surplus water supply of Everett is sufficient to furnish a large quantity thereof for industrial uses and the need of additional revenue to its water department, the necessity of providing ways and means of meeting expenditures of maintenance and operation, the payment of a large bond issue, principal and interest , require the con- struction of additions , betterments and extensions to the city's exist- ing water system; that revenues derived from the sale of such surplus water will be sufficient to meet all payments and costs of installation and construction of the said extension now contemplated without resort to a general indebtedness obligation against the city from the sale of surplus water delivered to the Weyerhaeuser limber Company , a corpora- tion, including the additions and betterments at the rates charged and to be charged thereon, and will in the judgment of the City Council and the corporate authorities of said City, be sufficient to meet all expenses -1-
