of operation and maintenance without recourse to funds previously pledged for the payment of bonds , warrants and other indebtedness of the Everett water system, and permit the setting aside into a special fund out of the gross revenues received from the sale of said surplus water for the payment of the cost and expenses of installation thereof , until the whole cost has been paid in full , all in accordance with the provisions of Session Laws of Washington, 1935, Chapter 81; that the City Council does hereby propose a plan for the construction and laying of the necessary pipe line or lines, with the necessary valves, shut-offs, meters, and. the furnishing and installation of appurtenances required to transmit and deliver rater from the Sultan pipe line No. 2 at California and Harrison Streets across town to city reservoir No . 2, thence southwesterly to a filtering plant owned and operated by said Weyerhaeuser Timber Company, thence northwesterly to a point on the southern boundary of the pulp plant site owned by the Weyerhaeuser Timber Company , a corporation, of Everett, Snohomish County, Washington, with the necessary bridges, valves, blowoffs, tunnels and other structures and appurtenances necessary for the construc- tion, control and operation of said pipe line ; and such ir:.provements are necessary to make the water available from the City water system to the pulp mill of said Company for industrial uses and purposes, providing all labor, materials and supplies needful or incident to the construction of such project and also such other miscellaneous minor additions, betterments, extensions and improvements contemplated under the plans and specifications hereinbefore mentioned ; that the City Council does hereby authorize the ac- quiring by purchase and/or condemnation or otherwise , lands , easements, rights of way, franchises, privileges and property necessary and convenient for the proper construction, control, maintenance and operation of said pro- posed additions, betterments and extensions to said water supply system. Section 2. That the City Council of the City of Everett does here- by specify and adopt the system or plan described in this Ordinance for making the extensions , additions and betterments set forth in Section 1 herein.
