The Supplier must have its own medical direction and quality assurance
program, which must be reasonably acceptable to the City.
2.6 RESPONSE AND TRANSPORT PROTOCOLS
EFD is responsible for initial response to all requests for emergency medical assistance within the City as
screened and triaged by the Public Safety Answering Point (PSAP.) Except in specific circumstances, the
Supplier must not provide initial response. Definitions for terms listed, can be found in Section 5,
Acronyms and Definitions.
All responses to a scene for transport must be non-code unless specifically requested to respond code.
Separate from Code and Non-Code responses, Alternative Transfers is an evolving area of operations. The
Supplier is encouraged to propose a novel plan to meet the growing occurrences of calls directly from EFD
units and calls transferred directly from the PSAP to the Supplier’s dispatch center. In the event that
Supplier’s proposal contains such a plan and Supplier is selected, the final Contract Documents will
contain a provision about that plan that supersedes or supplements this paragraph. Transferred calls
may be immediately put in the Supplier’s dispatch queue or converted to a Scheduled Transport when
appropriate. The proposed plan may include a Subcontractor.
In the event alternative transport programs are developed and approved by the EFD, the Supplier or
designated Subcontractor may determine the response unit appropriate to the patient’s needs for
alternative Transfers. A Cabulance with one responder may be acceptable. If the Supplier or designated
Subcontractor determines that a non-code or Code response is needed, the Supplier designated
Subcontractor shall immediately notify the PSAP.
When the Supplier arrives at an incident scene in response to an EFD request, the Supplier’s personnel
must report to the ranking EFD official or their designee in charge of patient care.
In the event the Supplier receives a direct request for emergency medical assistance from the public, the
Supplier must immediately notify the PSAP so that a EFD response can be initiated.
In the event the Supplier’s dispatcher determines an EFD response is required, the call will be immediately
transferred to EFD.
In the event the Supplier’s unit arrives on-scene and determines that an ALS response is required, the
Supplier must immediately notify the PSAP.
Supplier transports to area hospitals from the scene of an incident shall be non-code unless the patient’s
condition is actively deteriorating, in which case, the PSAP should be immediately notified by the Supplier.
Supplier units can and should request ALS resources during transport as needed.
2.7 PATIENT CARE PERFORMANCE STANDARDS MONITORING
To reliably track and report on patient care and response time performance, the Supplier is required to
have a Computer Aided Dispatch (“CAD”) system. Response times must be measured in minutes and
