The Supplier must have its own medical direction and quality assurance <br />program, which must be reasonably acceptable to the City. <br />2.6 RESPONSE AND TRANSPORT PROTOCOLS <br />EFD is responsible for initial response to all requests for emergency medical assistance within the City as <br />screened and triaged by the Public Safety Answering Point (PSAP.) Except in specific circumstances, the <br />Supplier must not provide initial response. Definitions for terms listed, can be found in Section 5, <br />Acronyms and Definitions. <br />All responses to a scene for transport must be non-code unless specifically requested to respond code. <br />Separate from Code and Non-Code responses, Alternative Transfers is an evolving area of operations. The <br />Supplier is encouraged to propose a novel plan to meet the growing occurrences of calls directly from EFD <br />units and calls transferred directly from the PSAP to the Supplier’s dispatch center. In the event that <br />Supplier’s proposal contains such a plan and Supplier is selected, the final Contract Documents will <br />contain a provision about that plan that supersedes or supplements this paragraph. Transferred calls <br />may be immediately put in the Supplier’s dispatch queue or converted to a Scheduled Transport when <br />appropriate. The proposed plan may include a Subcontractor. <br />In the event alternative transport programs are developed and approved by the EFD, the Supplier or <br />designated Subcontractor may determine the response unit appropriate to the patient’s needs for <br />alternative Transfers. A Cabulance with one responder may be acceptable. If the Supplier or designated <br />Subcontractor determines that a non-code or Code response is needed, the Supplier designated <br />Subcontractor shall immediately notify the PSAP. <br />When the Supplier arrives at an incident scene in response to an EFD request, the Supplier’s personnel <br />must report to the ranking EFD official or their designee in charge of patient care. <br />In the event the Supplier receives a direct request for emergency medical assistance from the public, the <br />Supplier must immediately notify the PSAP so that a EFD response can be initiated. <br />In the event the Supplier’s dispatcher determines an EFD response is required, the call will be immediately <br />transferred to EFD. <br />In the event the Supplier’s unit arrives on-scene and determines that an ALS response is required, the <br />Supplier must immediately notify the PSAP. <br />Supplier transports to area hospitals from the scene of an incident shall be non-code unless the patient’s <br />condition is actively deteriorating, in which case, the PSAP should be immediately notified by the Supplier. <br />Supplier units can and should request ALS resources during transport as needed. <br />2.7 PATIENT CARE PERFORMANCE STANDARDS MONITORING <br />To reliably track and report on patient care and response time performance, the Supplier is required to <br />have a Computer Aided Dispatch (“CAD”) system.
