The Supplier must have its own medical direction and quality assurance program. 2.9 PEAK AMBULANCE DEMAND AND COVERAGE Minimum required supplier ambulance units are based on peak demand. Peak demand is calculated retrospectively using the demand for ambulances in the prior calendar year. Peak demand may be recalculated annually, and the parties may agree to adjust minimum unit requirements. Peak demand requirements of this scope of work are based on the 2022 peak demand from 0800 hours to 2000 hours for daytime units, and 2022 peak demand from 2001 hours to 0759 hours daily for nighttime units. Based on 2022 peak demand, the minimum Supplier daytime (0800-2000) ambulance units must be at least three (3) units and the minimum Supplier nighttime (2001-0759) units must be at least two (2) units. 2.10 PERFORMANCE INCENTIVE For any calendar month, EFD will waive liquidated damages for late arrivals if the following conditions are both met: A. The Supplier meets or exceeds the response time standards for ninety five percent (95%) of requests which have not been exempted from such time performance standards Citywide. B. The Supplier can demonstrate this in their Monthly Performance and Compliance Report. 2.11 QUALITY IMPROVEMENT PROGRAM A. The Supplier must take all steps necessary to deliver quality patient care and follow the adopted Snohomish County Quality Assurance Plan. B. The Supplier must provide prompt written responses and follow-up to inquiries and complaints about, or generated from, responses in the Everett Service Area. Such responses must be subject to the limitations imposed by patient confidentiality restrictions. Copies of such complaints will be made available to the City upon request. Any complaint received by the City must be forwarded to the Supplier for action. The Supplier must forward the disposition of the complaint to the City within fifteen business days of receipt. 2.12 FACTORS OF PRODUCTION All equipment, supplies, facilities, locally assigned personnel, and other production factors utilized by the Supplier in performing the services under the Contract, whether furnished by the City or not, must be devoted to the services under the Contract.
