<br />Page 14 of 41 <br /> <br />standards, the controlling standard shall be state law, then the Snohomish County Patient Care Protocols. <br />The Supplier must have its own medical direction and quality assurance program. <br />2.9 PEAK AMBULANCE DEMAND AND COVERAGE <br />Minimum required supplier ambulance units are based on peak demand. Peak demand is calculated <br />retrospectively using the demand for ambulances in the prior calendar year. Peak demand may be <br />recalculated annually, and the parties may agree to adjust minimum unit requirements. Peak demand <br />requirements of this scope of work are based on the 2022 peak demand from 0800 hours to 2000 hours <br />for daytime units, and 2022 peak demand from 2001 hours to 0759 hours daily for nighttime units. <br />Exhibit: Peak Ambulance Demand 2022 <br /> <br />Interpretation of this exhibit: Column headers are hour of day in 24-hour format. Row labels are counts of <br />ambulances assigned concurrently to incidents. <br />Based on 2022 peak demand, the minimum Supplier daytime (0800-2000) ambulance units must be at <br />least three (3) units and the minimum Supplier nighttime (2001-0759) units must be at least two (2) units. <br />2.10 PERFORMANCE INCENTIVE <br />For any calendar month, EFD will waive liquidated damages for late arrivals if the following conditions are <br />both met: <br />A. The Supplier meets or exceeds the response time standards for ninety five percent (95%) of requests <br />which have not been exempted from such time performance standards Citywide. <br />B. The Supplier can demonstrate this in their Monthly Performance and Compliance Report. <br />2.11 QUALITY IMPROVEMENT PROGRAM <br />A. The Supplier must take all steps necessary to deliver quality patient care and follow the adopted <br />Snohomish County Quality Assurance Plan. <br />B. The Supplier must provide prompt written responses and follow-up to inquiries and complaints about, <br />or generated from, responses in the Everett Service Area. Such responses must be subject to the <br />limitations imposed by patient confidentiality restrictions. Copies of such complaints will be made <br />available to the City upon request. Any complaint received by the City must be forwarded to the <br />Supplier for action.
