Furnish, operate, maintain, and replace or upgrade all dispatch and communication equipment, <br />radios, telephone equipment, computer aided dispatch (“CAD”) system equipment, including <br />hardware and software supporting the interface and security technology, communication <br />infrastructure enhancements (such as CAD upgrades, mobile data terminals, automatic vehicle <br />locators, etc.) and all other equipment and software necessary for the provision of emergent and non- <br />emergent BLS services. <br />7. Cooperate with the City during its planning and implementation of upgrades and enhancements to <br />the dispatch and communications system. <br />8. Develop and maintain an internal Quality Improvement (“QI”) program for its dispatch and <br />communications center, which must, at a minimum, include a mechanism for the identification and <br />resolution of problems or potential problems related to dispatch and communications; and a dispatch <br />and communications center QI committee that meets regularly to consider the following issues: <br />receipt of call, compliance with prescribed call triage guidelines, appropriate dispatch procedures, <br />unit coverage and unit utilization, system status management plan, including posting locations, all call <br />response time elements, and crew and dispatch rapport. The Supplier must meet as needed with <br />personnel from the EFD to discuss quality improvement issues related to dispatching. <br />2.15 RESPONSE VEHICLES <br />The Supplier must furnish, operate, maintain, and replace as necessary all vehicles, equipment, and <br />supplies. <br />Ambulance vehicles must meet all applicable specifications. They will be Type I, II, or III and must meet or <br />exceed current Federal KKK-A-1822 standards, except where such standards conflict with the State of <br />Washington standards, in which case the higher standard will prevail. Vehicles must be of a condition and <br />mileage to be able to fulfill the BLS patient care and transport requirements of the contract. Replacement <br />vehicles must meet the then current Federal KKK standard at the time of the vehicle being placed into <br />service, except where such standards conflict with State of Washington standard, in which case the higher <br />standard shall prevail. <br />The Supplier must maintain and provide to the City a complete listing of all vehicles, including reserve <br />vehicles used in the performance of the Contract, including their license and vehicle identification <br />numbers, and the name and address of the lien holder, if any. This list must be used in the Monthly <br />Performance and Compliance Report to determine if resources exist such that vehicle inventory remains <br />greater than or equal to 125% of peak ambulance coverage. Supplier will inform EFD of any fleet <br />challenges, including financial challenges in maintaining operations. <br />The Supplier must develop and implement a vehicle replacement program that incorporates provisions to <br />rotate older vehicles out of front-line service. Gasoline powered units must be replaced prior to 125,000 <br />miles and diesel-powered units must be replaced prior to 250,000 miles Supplier will detail any plans for <br />use of electric vehicles and submit them for approval prior to implementation. <br />Each ambulance unit must always maintain an equipment and supply inventory sufficient to meet <br />Snohomish County Patient Care Protocols.
