t r i <br /> ORDIt'IAN E NO. 2635 <br /> An Ordinance providing for emergency expenditures in the Water System of the <br /> Department of Public Works of the City of 'lIverett, establishing a revolving fund <br /> which permits delinquent water customers to perform labor in payment of bills <br /> four months or more past due, authorizing an account to be known as the "later <br /> Arrearage Relief Fund", making provision for issuing erfer ,ency warrants therefor, <br /> and declaring an emergency. <br /> ',s}-i[�,RRAS, a large number of water customers of the Water System of averett are <br /> now in arrears, the sum total of which will aggregate many thousands of dollars, <br /> and said customers do not have and. are unable to pay said delinquent water bills, <br /> all of which are not less than four months in arrears at this time and there is <br /> very grave likelihood that the same will be a total loss to the city, due in a <br /> measure to the economic conditions now existing; and <br /> '11 :RYAS, the regular water department crew is depleted in cumbers and there <br /> is much necessary work required at this time in the performance of needed improve- <br /> ments upon the water system, which work can be performed by delinquent water cus- <br /> tomers and payment therefor credited upon the customer's bill for water due the <br /> City, thereby conserving any cash outlay by its water department; and <br /> WIlL RJ'AS , no provision was made in the 1935 budget of the City for payment of <br /> such work, and it is contemplated the issuance of emergency warrants to such water <br /> customer in payment of work actually performed by him at the regular wage can be <br /> made, which warrant will be immediately assigned by such payee to the City in pay- <br /> ment of indebtedness due its water department, and it is further contemplated that <br /> such method shall only apply to customers in arrears not less than four (4) months <br /> and not to current bills; and <br /> :'if�'� Water <br /> ,._r�RZAS , a fund to be designated as "The Arrearage Relief Fund" should <br /> be established into which a revolving fund of approximately l ftee Thousand ( 15,000) <br /> Dollars, or such sum as may be necessary for this use, shall be paid for this pur- <br /> pose,likewise , there shall be established a separate payroll known as "The Water <br /> Arrearage Pay Roll" and such employees enrolled thereon shall be known and desig- <br /> nated as "The Water Arrearage Crew"; and. <br /> t1R R. AS, that after such employee has earned enough to defray his delinquent <br /> water bill due the water department, his employment therewith shall cease ; pro- <br /> vided, should such customer incur a further delinquency at a subsequent time, no- <br /> thing herein shall be construed as preventing his then being again employed to <br /> work such other arrearages out, and <br /> -1- <br />
