Category 1: Public Information
EXHIBIT A. Scope of Work –Amendment 1
SCOPE OF WORK – Amendment 1
Fish Passage Barrier Prioritization Phase II
Prepared by:
Natural Systems Design, Inc.
Prepared for:
Cindy Cullen, City of Everett Public Works
Purpose
This scope of work was prepared by Natural Systems Design (NSD) for the City of Everett (City)
as Amendment 1 to the existing contract between both parties to continue work towards a
comprehensive fish passage prioritization plan that acts as a guide for City personnel to plan and
seek funding for fish barrier crossing correction, replacement, or removal. This scope of work
describes anticipated work to be conducted in Phase II of this phased project to allow for
fieldwork-based data collection to ground truth data derived in Phase I and to collect additional
data to support the completion of the City’s fish barrier inventory. It also includes related
preparation, data processing, and associated management and coordination of these tasks.
This scope of work describes the technical services to be completed by NSD under the
amendment to support the City in the assessment and prioritization of fish passage barriers
owned by and within the city limits of the City of Everett. Phase II work to be completed by NSD
has been divided into the following tasks and linked to specific project deliverables:
Task 5: Field Planning and Preparation
Task 6: Fieldwork and Data Processing
Task 7: Meetings and Project Management for Phase II
Task 8: Contingency for Phase II
NSD’s core team will continue to consist of Torrey Luiting, MS, PWS, as the Principal In-Charge,
Olivia Vito, MNR, as the primary analyst and Project Manager, and Jen O’Neal, MS, as the Senior
Fish Biologist. Our office administrative team will assist with monthly invoicing and coordination
of meetings. This team will be supported as needed by other technical staff at NSD.
Task 5: Field Planning and Preparation
Field planning will be conducted to determine which sites within City limits will be visited. NSD
will work with the City to prioritize identified field sites in which to visit based on existing data
compiled during Phase 1 of the project and available at the time of field planning.
Field preparation will be conducted to develop field data collection methods and to coordinate
with the City on the logistics of landowner access to priority field sites in conjunction with input
from the City.
