Section 2. That the cost and expense of all materials required to make <br /> a complete improvement, and the fixed estimate and all incidental expenses <br /> shall be borne by and assessed against the property included in the assessment <br /> district herein created , in accordance with law. All labor required for dig- <br /> gins of ditch, constructing Man Holes, Flush Tank, etc . , laying of pipe and <br /> all necessary work to make a complete improvement, to be supplied by the Fed- <br /> - <br /> oral ?I.E .R ,A. and not assessed against the Assessment District . The City of <br /> Everett shall not be liable in ary manner for any portion of the cost and ex- <br /> pense of such improvement, except as provided in Chapter 141, Session Laws of <br /> 1923 , or acts amendatory thereof, and Ordinances of the City of Everett. That <br /> it is expected and intended that the cost of the material used in said improve- <br /> ment, which shall not exceed an approximation of 25X> of its total costs , shall <br /> be borne by the property owners in the district and the remaining costs for <br /> labor -will be paid by Federal funds donated for this purpose under the WJRA of <br /> the Federal government . <br /> Section 3 . There is hereby established a local improvement district to <br /> be called Local Improvement District No. _511 which district shall in- <br /> clude the following described property, to-wit: <br /> Lots 18 to 26 inclusive , Block 179, Bailey Addition. <br /> " 26 to 34 " 179, Swalweile 4th Addition <br /> 1 to 9 " 180, Swalwells 4th Addition <br /> 9 to 17 " 180, Bailey Addition <br /> " 17 to 19 " 220, Bailey Addition <br /> " 14 to 16 " 221 , Bailey Addition <br /> Also all that unplatted property on Lombard Avenue Produced , <br /> that lies between the South line of Bailey Addition and the <br /> North line of Powers 1st Addition, and a line 120 feet east <br /> of the East Margin, and a line 120 feet Jest of the West mar- <br /> gin of Lombard Avenue . <br /> Section 4 . A special fund is hereby created to be called Local Improvement <br /> District Fund No. 511 , which shall consist in the aggregate of the several <br /> amounts assessed, levied and collected on the several lots and parcels of land <br /> in the said local improvement district, and the proceeds of the sale of the bonds <br /> of the said district for the purpose of defraying the costs and expenses of such <br /> improvement . Out of said fund shall be paid the bonds , the interest thereon and <br /> the cost of materials and fixed estimate for the improvement. <br /> -2- <br />
