<br /> An Ordinance establishing and creating a municipal planning commission for
<br /> the City of Everett, providing for the organization, powers and duties of the
<br /> same , adoption of the scope of control and official plan for the physical devel-
<br /> opment of the municipality, the regulation of subdivisions ani plate of lands,
<br /> prescribing plans for the beautification of said city, providing penalties, and
<br /> repealing ordinances inconsistent with this ordinance.
<br /> TIE CITY OF EVERE T DGES ORDAIN:
<br /> Section 1 . refinitions. - For the purpose of this ordinance certain terms
<br /> are defined as provided in this section. 'l;herever appropriate , the singular in-
<br /> cludes the plural and the plural includes the singular.
<br /> (a) . "Municipality" or "municipal' includes or relates to all the area
<br /> within the incorporated political boundaries of the City of Everett .
<br /> (b) . The term "Street:" includes streets , avenues , boulevards, roads , tho-
<br /> rofares, lanes , alleys, viaducts and other ways.
<br /> j, (c) . "Subdivision" means division of a lot , tract , or parcel of land into
<br /> two or more lots, plats , sites , or other divisions of land for the purpose , whe-
<br /> ther immediate or future , of sale or of building development . It includes resub-
<br /> division and , when appropriate to the context , relates to the process of subdi-
<br /> viding or to the land or territory subdivided.
<br /> Section 2. A municipal planning commission is hereby created and establish-
<br /> ed with powers to make , adopt , amend , extend, add to, or carry out an official
<br /> plan for the physical development of the municipality of .:{Everett as provided for
<br /> in. this ordinance.
<br /> Section 3. The commission shall consist of nine members, namely, the com-
<br /> missioner of finance , the commissioner of safety, the commissioner of public works,
<br /> w `s
<br /> ex officio, and six persons , who shall be appointed by the mayor , not more than
<br /> one of whom may be non-resident of the city. All members of the coranisaion shall
<br /> serve without compensation, and the appointed members shall be confirmed by the
<br /> city council and shall hold no other municipal office . The commissioner of fi-
<br /> nance , the commissioner of safety and the commissioner of public works shall
<br /> serve as members of the commission only during their official tenure . 'ihe
<br /> term of each appointed member shall be six (6) years, or until his successor
<br /> is appointed and qualifies, except the terms of the members first appointed
<br /> shall be one , two, three , four and five years. : embers other than the ex offi-
<br /> cio members , after n public hearing before the city council, may be removed by tie
<br /> mayor for inefficiency, neglect of duty, or malfeasance in office, upon his filing
