MM <br /> , . w . <br /> a written statement with the city council of reasons for such removal . Vaaancies <br /> occurring otherwise than through the expiration of the term shall be filled for <br /> the unexpired term by the mayor as in the case of members appointed by him. <br /> Section 4. The commission shall elect a president and vice-president who <br /> shall be members appointed by the mayor and who shall hold office for one year. <br /> They shall be eligible for re-election. The commission shall elect a secretary <br /> and create and fill such other offices as it may determine . The commission <br /> shall hold at least one regular meeting in each month. It shall adopt rules for <br /> the transaction of business, and the secretary who may or may not be one of its <br /> own members, shall keep a record of its resolutions , transactions , findings , and <br /> determinations, which record shall be a public record. Five members shall con- <br /> stitute a quorum; provided, that at least three members appointed by the mayor <br /> shall at all times constitute a part of such quorum. The city council shall as- <br /> sign the commission an office or headquarters in the city hall in which to hold <br /> its meetings, transact its business and keep its records. <br /> Section 5. Staff and finances . The commission may appoint such employees <br /> aat it may deem necessary for its work, whose appointment, promotion, demotion, <br /> and removal shall be subject to the same provisions of the charter and the law as <br /> govern other corresponding civil employees of the municipality. The commission. <br /> may also contract with city planners, engineers, architects, and other consultants <br /> for such services as it may require. The expenditures of the commission, exclusive <br /> of gifts, shall be within the amounts appropriated for the purpose by the city <br /> council, which shall provide the funds, equipment, and accommodations necessary <br /> for the commission's work . <br /> Section 6. General rowers and Duties. - It shall be the function and duty <br /> of the commission to make and adopt a master plan for the physical development of <br /> the municipality, which may or may not take into consideration the areas outside <br /> of its boundaries and which, in the commission's judgment, bear relation to the <br /> planning of the municipality of Everett . Such plan, with accompanying maps, plats, <br /> charts, and descriptive matter shell show the commission's recommendations for <br /> the development of said municipality, including among other things, the genral <br /> location, character, and extent of streets, viaducts , subways , bridges, waterways, <br /> water fronts , boulevards, parkways, playgrounds , squares, parks, aviation fields, <br /> -2- <br />
