Section 2. That a public emergency exists and the amount of expenditures <br /> therefor could not reasonably have been foreseen at the time of the making of the <br /> budget for the year 1934 (to-wit , in October , 1933) ; that said emergency has been <br /> caused by the immediate necessity of changing the ethod of payment of the costs <br /> and expenses in operating the poundmaster's office by providing a fixed sum for <br /> each month's operation in the interests of the health and safety of the City of <br /> 'Everett; <br /> That the amount of money needed to meet such emergency is in the estimated <br /> sum of One Hundred Fifteen 01115.00) Dollars per month for each month during the <br /> remainder of the year, 1934, to be used in the costs and expenses in the opera- <br /> tion of the Poundiraster's office in the city of Everett , and said sum is hereby <br /> appropriated out of the general fund not otherwise appropriated to cover the em- <br /> erge ncy. <br /> Section 3 . That there is hereby appropriated out of the general fund of Ev- <br /> erett the said sum of One Hundred Fifteen ( 115 .00) Dollars each month for the <br /> remainder of the year, 1934, to pay said emergency expenditures, which shall be <br /> paid by the issuance of emergency warrants on said general fund, by the proper <br /> officers of 'Everett, as is provided by law . <br /> Section 4 . That Ordinance No . 2566 and all other ordinances in conflict <br /> herewith be and the same hereby are repealed. <br /> Section 5 . That this Ordinance appropriating said fund is necessary for <br /> the preservation of the peace, health and public safety of the said city of Ev- <br /> erett , and an emergency is hereby declared to exist bringing said Ordinance with- <br /> in Section 6 of chapter 158 of the laws of Washington, 1923 , and this Ordinance <br /> shall take effect immediately upon its passage and publication. <br /> Mayor <br /> Attest: ✓ 7 <br /> City Clerk <br /> Passed: September 26th, 1934. <br /> Published: September 28th, 1934. <br /> -2- <br />
