of any ordinance relating to such business or occupation, and their issuance shell be subject to revocation by the City Council without liability to repay any unearned portion of said fee , and without in any manner preventing the City from enforcing any other penalties against such license. Section 14. The provisions of this ordinance shall be deemed en exercise of the power of the City of Everett to license for the purpose of raising en ex- cise or privilege tax for revenue , or for the purpose of regulation, or for the combined purpose of raising revenue and the regulation of the business or occu- pation herein described . In those cases in which the purpose is for regulation, the ordinance shall be deemed an exercise of the police power of the State of Washington and of the City of Everett for the protection of the economic, social and public welfare of its citizens and to promote the health, peace and morals of said city, and all of its provisions shall be liberally construed for the ac- complishment of that purpose . Section 15 . Any person violating any of the provisions of this ordinance shall upon conviction. be punished by a fine of not more than One Hundred ($100) Dollars or by imprisonment in the City Jail of not more than.. Thirty (30) days , or by both such fine and imprisonment . For a second offense , upon conviction thereof of violating the provisions of this ordinance , such person shall be fined not more than Three Hundred (4300.00) Dollars , or by imprisonment in the City Jail of not more than Ninety (90) days , or by both such fine and imprisonment, and in addition to either such fine or imprisonment , said licensee's license shall be revoked by the Justice of the Police Court of the City of Everett . Section 16. Ln emergency is hereby declared to exist and this ordinance shell take effect immediately upon its passage and publication.
