of any ordinance relating to such business or occupation, and their issuance <br /> shell be subject to revocation by the City Council without liability to repay any <br /> unearned portion of said fee , and without in any manner preventing the City from <br /> enforcing any other penalties against such license. <br /> Section 14. The provisions of this ordinance shall be deemed en exercise <br /> of the power of the City of Everett to license for the purpose of raising en ex- <br /> cise or privilege tax for revenue , or for the purpose of regulation, or for the <br /> combined purpose of raising revenue and the regulation of the business or occu- <br /> pation herein described . In those cases in which the purpose is for regulation, <br /> the ordinance shall be deemed an exercise of the police power of the State of <br /> Washington and of the City of Everett for the protection of the economic, social <br /> and public welfare of its citizens and to promote the health, peace and morals <br /> of said city, and all of its provisions shall be liberally construed for the ac- <br /> complishment of that purpose . <br /> Section 15 . Any person violating any of the provisions of this ordinance <br /> shall upon conviction. be punished by a fine of not more than One Hundred ($100) <br /> Dollars or by imprisonment in the City Jail of not more than.. Thirty (30) days , <br /> or by both such fine and imprisonment . For a second offense , upon conviction <br /> thereof of violating the provisions of this ordinance , such person shall be fined <br /> not more than Three Hundred (4300.00) Dollars , or by imprisonment in the City Jail <br /> of not more than Ninety (90) days , or by both such fine and imprisonment, and in <br /> addition to either such fine or imprisonment , said licensee's license shall be <br /> revoked by the Justice of the Police Court of the City of Everett . <br /> Section 16.
