The provisions of this Ordinance shall not apply to fraternal orders , conducting dances upon the premises occupied by them where admission is restricted to members of such orders end the families and friends of members of said orders. Section 9 . No person under the age of 21 years shall be permitted to pat- ronize any "Dance Cafe" or restaurant permitting dancing or other entertainment vithout an escort of his or her parent or guardian. Any person under the age of 21 years rho shall , by misrepresentation of age , obtain admission to, or permis- sion to remain. in, any such "Dance Cafe" or restaurant permitting dancing or oth- er entertainment , shall be guilty of a misdemeanor. No beer or wine or intoxicating beverages shall be sold to or -del P a- permitted to be in the possession of any patron of a "Dance Cafe" or restaurant permitting dancing or other entertainment contrary to the ordinances of the city of Everett or of the Washington State Liquor Act, chapter 62 of the Session Laws of Washington, Ixtraordirary Session of 1933 , and the rules and regulations now in force or hereafter prescribed by the authority of the Washington State Liquor Conn trol Foard. Section 12. Any person, association, copartnership or corporation, before entering into the business or occupation herein named, shall first make applica- tion in writing to the City Council , giving applicant's name, address and correct description of the place where said business is to be carried on and such other information as the said Council may require . If the application receives council- manic approval, the Council shall adopt a resolution or motion in. open Council meet- ing, giving its consent and authorizing the granting of such license . Section 13 . Ail licenses granted under this ordinance shall expire on. the 31st day of December of each year; Provided , that all licenses granted for the year 1n4 shall be prorated for the remaining period of such year. No license shall be issued by the Clerk of said City , except upon a receipt from the City Treasurer, showing payment of the annual license fee provided by this ordinance , after permission granted by the city Council , .All such licenses may be suspended or revoked by the City Council upon a hearing after three days notice for violation -3-
