• 2602- <br /> OFDIN a NO. <br /> An Ordinance providing for emergency expenditures in the 'later System of <br /> the Department of Public Works of the City of Tarerett, establishing a revolving <br /> fund which permits delinquent water custoMers to perform labor in payment of <br /> bills four months or more past due , authorizing an account to be known as the <br /> "Water Arrearage Relief Fund", making provision for issuing emergency warrants <br /> therefor, and declaring an emergency. <br /> WHEREAS , a large number of water customers of the Water System of Everett <br /> are now in arrears , the sum total of which will aggregate many thousands of <br /> dollars, and said customers do not have and are unable to pay said delinquent <br /> water bills, all of which are not less than four months in arrears at this time <br /> and there is very grave likelihood that the same will be a total loss to the Ci- <br /> ty, due in a measure to the economic conditions now existing; AND <br /> WHEREAS, the regular water department crew is depleted in numbers and there <br /> is much necessary work required at this time in the performance of needed im- <br /> provements upon the water system, which work can be performed by delinquent wa- <br /> ter customers and payment therefor credited upon the customer's bill for water <br /> due the City, thereby conserving any cash outlay by its water department; _'ND <br /> -HIEREAS , no provision was made in the 1934 Budget of the City for payment <br /> of such work , and it is contemplated the issuance of emergency warrants to such <br /> water customer in payment of work actually performed by him at the regular wage <br /> can be made , which warrant will be immediately assigned by such payee to the <br /> City in payment of indebtedness due its water department, and it is further con- <br /> templated that such method shall only apply to customers in arrears not less <br /> than four (4) months , and not to current bills; AND <br /> WHEREAS, a fund to be designated as "The Water Arrearage Relief Fund" <br /> should be established into which a revolving fund of approximately Thirty Thou- <br /> sand ( '30 ,000) Dollars, or such sum as may be necessary for this use , shall be <br /> paid for this purpose; likewise , there shall be established a separate pay-roll <br /> known as "The Water rrearage Fay Roll" and such employees enrolled thereon <br /> shall be known and designated as "The Water Arrearage Crew" ; AND <br /> WHEREAS, that after such employee has earned enough to defray his delin- <br /> quent water bill due the water department, his employment therewith shall cease ; <br /> provided, should such customer incur a further delinquency at a subsequent time , <br /> nothing herein shall be construed as preventing his then being again employed to <br /> work such other arrearages - out . <br /> THE CITY OF EVERE T DOES ORDAIN: <br /> Section 1. That a public emergency exists which could not reasonably have <br /> bean foreseen at the time o£ the making of the budget for the year 1934, to-wit ; <br /> in October, 1933; that said emergency has been caused in the Department of Pub- <br /> lic Works, more particularly the 'later System thereof, by reason of the fact <br /> that economic conditions are such that the regular water department crew is de- <br /> pleted in numbers and exceedingly large numbers of water customers are unable to <br /> pay their water bills, which was not foreseen or anticipated would continue for <br /> so long a period ; that the City Council believes that a plan should be effected, <br /> furnishing employment to delinquent water customers , to be applied only to such <br /> customers in arrears for not less than four (4) months and not for current bills , <br /> and that all warrants drawn in payment of indebtedness for such labor or services <br /> as herein described be immediately assigned by the payee to defray the payment <br /> -1- <br />
