of any water bill which he owes to the water department of the City of Everett. <br /> Section 2. That a fund designated as "The Water Arrearage Relief Fund" be <br /> established by the proper officials of the City of Everett into which shall be <br /> paid the sum of Thirty Thousand (;)30,000) Dollars, or such other sum as may be <br /> necessary for this use , to be taken out of any funds belonging to the Water De- <br /> partaent not otherwise appropriated, for a revolving fund; that any warrants <br /> drawn upon this fund are to be emergency warrants, limited to the payment for <br /> services rendered by the delinquent water customer upon the water system of the <br /> City, as disclosed by "The Water Arrearage Pay Roll", the employees to be desig- <br /> nated as "The Water Arrearage Crew" known as "'york Order No. ". <br /> Section 3. That no employee carried on the "':later Arrearage Crew Pay Roll" <br /> shall be paid or receive any cash for his services, nor shall any other compensa- <br /> tion be paid or promised him other than that which is to be applied upon such <br /> employee's indebtedness for water sold and delivered for his use by the Water De- <br /> partment; and before any employment is furnished or begun, said water customer <br /> shall sign a memorandum of agreement which shall incorporate therein the coven- <br /> ants limiting the City of Everett to this purpose . <br /> Section 4. That said emergency expenditures shall be paid for by the issu- <br /> ance of emergency warrants or warrant to meet any payments authorized by this Or- <br /> dinance by the proper officials of the city of Everett as provided by law, and <br /> the necessary machinery set up for carrying the same into effect by such officials. <br /> Section 5 .
