An Ordinance providing for the making of additions, betterments and exten- sions to the present water supply system of the City of lverett, -by the construc- tion of and the laying of pipe lines, installing necessary pumps, constructing tanks and/or reservoirs of suitable capacity, and the furnishing and installation of appurtenances necessary to transmit from Everett Reservoir IP Which will con- duct and deliver water to Everett Reservoir and/or tanks in Section 3, Twp . 27 , N.R. 4- E .W.M., Snohomish County, Washington, and to do all and everything neces- sary and needful in the furnishing of water for a period of 15 years ubotyl me- tered basis to the Alderwood Water District , a municipal corporation, of Snohomish County, according to the terms and conditions of a written contract with said Al- derwood Water District; to acquire by purchase and/or condemnation, or otherwise , lands , water, water-rights , easements , rights-of-way, privileges, franchises, and property necessary and convenient for the proper construction, control , maintenance and operation of said proposed additions, betterments and extensions to said water supply system; declaring the estimated cost thereof, as nearly es may be; provid- ing for the payment thereof out of funds to be derived from the sale and disposi- tion of water, said funds to be derived solely from the revenues received from the Alderwood Water District to be kept in a separate fund until the costs and betterments herein provided have been paid in full , and declaring en emergency . WHEREAS , it is deemed advisable by the City Council of the City of Everett that the said city shall make additions , betterments and extensions to its present water system by the sale of excess water as above proposed, Now, therefore THE CITY OF EVERETT DOES ORDAIN: Section 1: That the excess water supply of Everett is sufficient to supply a large area outside of the city limits, the need of additional revenue to its water system and necessity of providing ways and means of meeting expenditures of maintenance and operation. require the construction of additions , betterments and extensions to the city's existing water system; that revenues derived from the sale of water therefrom will be sufficient to meet all payments and costs of installation and construction of said extensions now contemplated without resort to the issuance of any bonds , and that the gross revenues to be derived from the sale of water de- livered to the purchaser, the Alderwood Water District, including the additions and betterments at the rates charged and to be charged thereon, will in the judgment of the City Council and the con;orate authorities of said City, be sufficient to meet all expenses of operation and maintenance without recourse to funds previously pledged for the payment of bonds, warrants and other indebtedness of the Everett wa- ter system and to permit the setting aside into a special fund out of the gross re- venues received from the sale of Said water for the payment of the cost of installa- tion thereof, until the whole cost has been paid in full; that the City Council does hereby propose a plan for the construction and laying of the necessary pipe lines, installing the necessary pumps, constructing tanks and reservoirs of suitable capac- ity, and the furnishing and installation of appurtenances necessary to transmit from -1-
