I found additional information and photos from Redfin that show the differences, particularly in the basement and <br />garage. The house was most recently purchased in January of 2016. I'm guessing the unlawful/unpermitted work was <br />done before that, but now the owner is responsible. The current owner is using it as a rooming house. There are <br />currently four unrelated tenants, based on my observation.
