August 25, 2023 <br />File No. 242023.913.026 <br />Mr. Brad Chenoweth <br />City of Everett Parks & Facilities <br />802 E Mukilteo Blvd <br />Everett, WA 98203 <br />Subject: Scope of Services <br />TA Sullivan Float & 116th St SE Pier Condition Assessment & Option Development <br />Dear Mr. Chenoweth, <br />Thank you for considering Reid Middleton to provide professional engineering services for the <br />condition assessment and option development for TA Sullivan Park dock facilities and for the <br />condition assessment of the 116th St SE pier facility in Everett, Washington. We look forward to <br />working with you on this project. <br />A.PROJECT UNDERSTANDING <br />In July 2023, and on behalf of the City of Everett Parks & Facilities, Mr. Chenoweth <br />contacted Reid Middleton to provide a scope of services for an assessment of the existing 3 <br />float systems at TA Sullivan Park. The two longer outside floats are in need of repair or <br />replacement, while the middle float is in better shape overall. In subsequent discussions, the <br />City would also like to have preliminary development of 2 replacement concept options as <br />well, including a pier walkway (basic structure for fishing/walking) as well as a more <br />substantial pier walkway (fishing, picnic, pavilion, etc.). A condition assessment of the 116th <br />St SE pier was also requested as part of the project scope. <br />The City of Everett Parks & Facilities would like Reid Middleton to conduct a site condition <br />assessment and provide a report summarizing the results of the assessment and any <br />immediate or short-term repairs needed for the TA Sullivan Park. The City would also like <br />the report to include concepts for the two options described above, including rough-order- <br />magnitude costs. For the 116th St SE pier, only the results of the assessment and any <br />immediate or short-term repairs are requested for the report. <br />B.SCOPE OF SERVICES <br />1.Information Review <br />Reid Middleton will review the existing documentation regarding the facility, <br />including any drawings, as-builts, or previous inspection reports or drawings. Reid <br />Middleton has received the TA Sullivan Park Dock One through Dock Three Float
