The City will provide Reid Middleton with any available <br />documentation of the 116th St SE pier for review prior to the assessment. <br /> <br />2. Site Assessment <br /> <br />Reid Middleton will perform an above-water condition assessment of the three floats, <br />including guide piles, gangways and concrete abutments. We will also perform an <br />above-water condition assessment of the pier, including piles, pile caps, stringers, and <br />superstructure. The inspection will be performed in accordance with the ASCE <br />Manual for Waterfront Facilities Inspection and Assessment (ASCE MOP 130). A <br />visual inspection will be performed on 100% of all accessible structural members. <br />Existing floats and associated structures will also be reviewed for ADA accessibility <br />and any safety hazards or concerns. Guide pile assessment will include ultrasonic <br />metal thickness testing. <br /> <br />3. Analysis & Recommendations & Concept Development (2 Options) <br /> <br />Reid Middleton will review the results of the above water site inspection and provide <br />a report containing the following items: <br />• Condition summary of structural components, including condition ratings, <br />photos, any non-destructive testing results, and inspection plan drawings. This <br />will be provided for the TA Sullivan Parks floats as well as the 116th St SE <br />pier structure. <br />• Recommended operational restrictions (if any) <br />• Recommended repairs and priority (immediate and short-term) <br />• Opinion of floats and pier remaining service life <br />• Opinion of probable construction cost for recommended repairs/rehabilitation <br /> <br />Reid Middleton will also develop 2 concept options for a replacement structure (pier) <br />for TA Sullivan Park, including the following: <br />• Option 1 – Remove existing Docks 1-3 and replace them with looped pier <br />walkway. The walkway would roughly follow locations of Dock 1 and Dock <br />3. The pier structure would be minimal necessary for fishing and walking and <br />be ADA accessible. <br />• Option 2 – Remove existing Docks 1-3 and replace them with looped pier <br />walkway. The walkway would roughly follow locations of Dock 1 and Dock <br />3. The pier structure would provide access for fishing and walking and be <br />ADA accessible but also include additional enhancements (possibly <br />picnic/gathering areas, pavilion, fishing pier extensions, etc.). <br />• The Piers would be pedestrian only (no vehicle load requirements or access <br />required). <br />• The piers are anticipated to consist of steel piles with steel superstructure and <br />fully grated FRP decking.
