City of Everett Point Industrial Center (EPIC) Bridge Project

EXHIBIT A
SCOPE OF WORK

Background:
The EPIC Bridge project involves a Type, Size, and Location (TS&L) study for a new bridge
that will provide a new primary access to approximately 80 acres of AGENCY and privately-
owned property along the Snohomish River. The new access may involve significant impacts to
a community park-like amenity in the public Right of Way (R/W) and will span a Burlington
Northern Santa Fe (BNSF) Railway mainline and a two-lane roadway. The completed TS&L
study will be used to seek additional funding for full design and construction.

Project Objectives:
The City of Everett (AGENCY) has tasked the TranTech Engineering, LLC’s team
(CONSULTANT) to prepare a TS&L Report for the Everett Point Industrial Center (EPIC) Bridge
Project.

In addition, the AGENCY reserves the right to retain the services of the CONSULTANT, and its
team to advance the TS&L phase to full design level. All work performed by the CONSULTANT’s
team shall be per the Washington State Department of Transportation (WSDOT) Local Agency
Guidelines (LAG) Manual for federally funded projects.

The purpose of the TS&L Report is to provide enough background information so the
AGENCY can effectively evaluate the proposed final design and concept of the new bridge.

Initial Scope Summary:
1.
