City of Everett Point Industrial Center (EPIC) Bridge Project

for utility locates using the Utility Notification Center. Utility location marks will be used
to verify proposed field exploration locations prior to development of traffic control plans.

• Second Utility Locates Site Visit: HWA will make additional site visits to verify that the
proposed locations of the geotechnical borings are clear of utilities prior to finalizing the
exploration plans and mobilizing the drilling equipment.

• Generate Geotechnical Work Plan Memo: HWA will prepare a Geotechnical Work Plan
Memorandum describing exploration means and methods associated with both Phase 1 and
Phase 2 of our exploration program. This work plan will be submitted to the design team
and the AGENCY for review and approval. The work plans will detail the type, location,
and extent of proposed field explorations along with logistics necessary to perform the
work such as traffic control plans and designation of staging areas. The work plans will
also be used for utility locating clearances and for permitting and right of entries that may
be necessary to access the exploration locations. HWA assumes the AGENCY or
CONSULTANT, in support of this project, will acquire and provide any required permits
or right of entry at no cost to HWA.

• Conduct Phase 1 Explorations (Machine Drilled Geotechnical Borings): HWA will
conduct a series of 6 geotechnical borings along the bridge alignment to support various
aspects of the design.

o HWA proposes to drill three truck mounted geotechnical borings at the top of the
slope, along Everett Avenue and East Grand Avenue. Two of these borings will be
drilled to a depth of approximately 50 feet below ground surface and one boring
will be drilled to a depth of 80 feet below ground surface. One instrumented
groundwater monitoring well will be installed within the 80-foot-deep boring.
HWA expects that these borings will be drilled within the roadway and will require
a single lane closure with flaggers.

o HWA proposes to drill 3 track mounted geotechnical borings at the base of the
slope, along the alignment of the bridge interior piers and eastern abutment of
approach fill. Each of these borings will be drilled to a depth of 75 feet below
ground surface. Instrumented groundwater monitoring wells will be installed at two
of the proposed boring locations. We expect that these borings will be conducted
outside of the roadway and traffic control will consist of shoulder closures.
Clearing of the underbrush within the right of way will be required to access the
drilling locations. HWA assumes that the city of Everett will provide this clearing
with their maintenance and operations staff.

• Disposal of Investigation Derived Waste: HWA will coordinate and provide disposal of
IDW generated from drilling of the borings. IDW will include soil generated during
drilling operations; and water generated during drilling equipment decontamination,
piezometer development, and groundwater sampling purge water. Soil samples collected
and analyzed from the borings and groundwater samples collected from the piezometers
will be utilized for IDW disposal purposes. IDW will be stored at a location designated by
Exhibit A
