City of Everett Point Industrial Center (EPIC) Bridge Project

spectral acceleration parameters will then be selected in accordance with the AASHTO
Specifications for Roads and Bridges.

• Evaluate Slope Stability: HWA will evaluate the global slope stability of the steep
slopes to identify potential impacts on the project. Results of the field reconnaissance,
exploration, and testing programs will be incorporated into the analysis. Global stability
will be evaluated using the limit equilibrium approach under both static and seismic
loading conditions. Additionally, HWA will evaluate the anticipated stability of the
proposed eastern bridge approach.

• Evaluate Soils for Liquefaction and Lateral Spread Potential: HWA will evaluate
the susceptibility to liquefaction of the soils along the bridge alignment for the design
event required by AASHTO. Once the susceptibility to liquefaction is determined, we
will evaluate the potential for lateral spreading.

• Evaluate Soils for Settlement Potential: HWA will evaluate the subsurface soil
conditions for settlement potential. If compressible soils are present, HWA will conduct
settlement analysis associated with various bridge configurations.

• Conceptual Ground Improvement Evaluations: HWA will evaluate the subsurface
soil conditions and determine if ground improvements are expected to be required to
support the design and construction of the proposed improvements. If ground
improvements are needed, HWA will provide concept-level recommendations to
support the TS&L evaluation.

• Evaluate Bridge Foundation Vertical Capacity: HWA will perform analyses of
foundation vertical capacities using accepted drilled shaft and/or spread footing
estimation methods provided in the AASHTO LRFD Bridge Specifications and the
Washington State Department of Transportation (WSDOT) Geotechnical Design
Manual (GDM).

• Evaluate Bridge Foundation Lateral Capacity: HWA will develop bridge foundation
lateral parameters. The lateral parameters will be provided in the form of LPILE input
parameter tables for drilled shaft foundations and equivalent fluid passive pressures for
spread footings.

• Generate Abutment Lateral Earth Pressures: HWA will provide lateral earth
pressure recommendations for proposed abutment structures and wing walls. Earth
pressure diagrams for both static and seismic loading conditions will be generated using
the procedures outlined in the WSDOT GDM.

• Retaining Wall Design: HWA will provide design recommendations for retaining wall
structures proposed near the abutments.

Exhibit A
