City of Everett Point Industrial Center (EPIC) Bridge Project <br /> <br /> Page 16 of 28 <br /> <br />project details and potential environmental impacts have been identified. The WSDOT <br />preliminary review findings will be included in the TSL document. <br />• Review project documents from other disciplines under this scope and prepare summary <br />project information to include: <br />• Exhibit and associated summary narrative indicating the proposed project action and the <br />location and extent of potential environmental impacts. The narrative will provide <br />environmental considerations for other disciplines to consider in making TS&L <br />decisions. <br />• List the known and anticipated future documentation necessary to complete a final NEPA <br />review and obtain environmental permits to support project construction. This <br />information will include the list of anticipated permits and the actions and future <br />documentation needed (outside of this scope) to complete the environmental review and <br />permitting process. <br />• Specific environmental elements anticipated under this scope of services include: <br />o Endangered species preliminary evaluation (relevant to stormwater discharges) <br />o Cultural and Historic Structural Resources Assessment <br />o Hazardous Materials and contaminated site evaluation <br />o Visual impacts preliminary evaluation <br />o Land use compatibility and encumbrance <br />o Preliminary noise, vibration, and air quality impacts evaluation <br />o 4(f)/6(f) preliminary risk evaluation of parkland impacts <br />o Critical Areas reconnaissance, delineation, and preliminary impacts evaluation (if <br />any) <br />o Potential impacts and mitigation summary <br />o Environmental Justice impacts preliminary evaluation <br />o Shoreline Management Act preliminary evaluation <br />• Permitting requirements, lead agencies, permitting schedule, possible mitigation <br />requirements, and other permit commitments anticipated for the design and construction <br />of the new bridge. <br />• Two meetings with the AGENCY and project team to discuss the environmental <br />evaluation and potential impacts. <br />• One meeting with WSDOT local programs, including one preparatory session with <br />AGENCY in advance of the WSDOT meeting. <br /> <br />Deliverables: <br />• Environmental Review Memorandum for inclusion in TSL Report <br />• Exhibit and associated summary narrative of potential environmental impacts <br />• Meeting agendas and summaries <br /> <br />Assumptions: <br />• All meetings will be virtual. <br />• Funding obligation(s) are assumed to be coordinated by the AGENCY along with listing <br />on the STIP. <br />• WSDOT will be available to provide a preliminary NEPA review. <br />• All deliverables will be electronic. <br />Exhibit A
