No field effort is accounted for in this task. <br /> <br />4.3 Field Assessments and Additional Data Gathering <br /> <br />Under this task, the CONSULTANT will gather the additional information identified in Task 4.1 <br />about the natural and built environmental context of the project action and foreseeable <br />alternatives bridge alignments. Perteet, working with CONSULTANT, will prepare a <br />preliminary area of potential effect and compare it to known and mapped features of potential <br />concern including public properties, parks, historic and/or cultural resources, disadvantaged <br />populations, hazardous materials, and ecological/natural resources. Additionally, Perteet will <br />perform a reconnaissance-level field observation to identify and delineate the potential and the <br />known presence of ecologically sensitive critical areas (wetlands, shorelines, steep slopes, and <br />streams) potentially affected by the project. Perteet will begin the assessment with existing City <br />of Everett critical area maps and refine limits and extents in the field based on observations and <br />professional judgment. Fieldwork will be conducted by two Perteet staff over the course of no <br />more than one (1) field day. Critical area limits or other relevant features (e.g., significant trees) <br />will be flagged in the field. The survey of located delineation flags will be used for project- <br />related maps and information to identify critical areas for the avoidance of impacts. Field <br />findings of the reconnaissance will be described in Environmental Review Memorandum. <br /> <br />Deliverables: <br />• Area of potential effect preliminary map indicating proposed project action locations <br />• Critical Areas Reconnaissance Memo <br /> <br />Assumptions: <br />• AGENCY provides the right of entry to affected properties or properties with suspected <br />critical area impacts. <br />• Wetland delineation reports are not provided for in this scope of services. Critical area <br />assessment data will be retained for use during a design process following the TSL <br />project. <br /> <br />4.4 Environmental Evaluation <br /> <br />The environmental information developed in tasks 4.1 and 4.2 will inform a meeting with <br />WSDOT Local Programs to introduce the project and discuss the NEPA actions needed to <br />advance the project from TSL to final design and permitting. Specific activities will include: <br />• Conduct an early NEPA scoping meeting with WSDOT Local Programs to review the <br />project and discuss whether it will qualify for a Categorical Exclusion or would an <br />additional environmental review be warranted.
