City of Everett Point Industrial Center (EPIC) Bridge Project <br /> <br /> Page 18 of 28 <br /> <br />WORK ELEMENT 5 CIVIL ENGINEERING <br /> <br />This work element is performed by Perteet. The bridge layout and roadway design will be <br />developed with railroad clearance and provide minimal impact to the adjacent properties for the <br />TS&L study. Perteet’s efforts will include the following activities: <br /> <br />5.1 Stormwater <br /> <br />The stormwater task consists of the following work elements: <br /> <br />Design Criteria <br />The 2019 Stormwater Management Manual for Western Washington (SWMMWW), Chapter <br />14.28 of the Everett Municipal Code (EMC), Chapter 4 of the City of Everett 2023 Design and <br />Construction Standards (DCSS), will be used as the stormwater regulatory manuals for this <br />project. The 2012 LID Manual may also be used as guidance. Prior to beginning the TS&L <br />phase of the project stormwater design, a stormwater design criteria matrix will be prepared <br />summarizing all stormwater-related requirements and standards. Landscape restoration will <br />follow WSDOT Roadside Restoration Policy manual recommendations and EMC. The design <br />criteria matrix will be provided to the AGENCY for review and concurrence prior to beginning <br />design work. <br /> <br />Deliverables: <br />• Stormwater Design Criteria Matrix (PDF) <br /> <br />Change in Land Use Area Map <br />Perteet will prepare maps identifying existing and proposed impervious areas. This is used for <br />threshold determination in accordance with the drainage standards, and to verify mitigation <br />needs for flow control and stormwater quality treatment are being met. TDA boundaries, based <br />on high points and conveyance system configuration, will be identified on these maps. Perteet <br />will also prepare a summary of area tables for pre-project and post-project conditions. <br /> <br />Deliverables: <br />• One (1) electronic PDF copy of the Change in Land Use Maps and corresponding table of <br />change in land use areas. To be included in the Drainage Report. These maps will <br />include: <br />o Existing Impervious Area Map (one [1] sheet) (PDF) <br />o Proposed Impervious Area Map (one [1] sheet) (PDF) <br />o Tables identifying the different types of impervious surfaces (PDF) <br /> <br />Preliminary Water Quality Treatment Calculations <br />Based on the proximity to the Snohomish River it is assumed that this project is flow control <br />exempt and will therefore only be required to provide water quality treatment. Perteet will <br />prepare preliminary water quality treatment sizing calculations for up to one (1) bridge/roadway <br />alternative. This information will be used during the preliminary bridge Type, Size, and <br />Location analysis. Only one alternative will be studied from a stormwater treatment standpoint, <br />Exhibit A
