Perform Project permitting not completed by environmental subconsultant, <br />including PSCAA NOC, Stormwater Pollution Prevention Plan (SWPPP), and Construction Stormwater <br />NPDES Permits. Permitting subconsultant activities are summarized in Scope of Work Task 415. <br />Activities/Approach: This task includes the following activities: <br />• Develop communication plan for permit coordination between BC, permitting subconsultant, and <br />governing agencies (City and State). <br />• Support and contribute to development of project permitting materials by the City and by the <br />permitting subconsultant. This work includes providing project background information and <br />design documents to the permitting subconsultant. This work may also include drafting permit <br />information or supporting documentation, e.g., for SEPA checklist and Substantial Development <br />Permit prior to bidding. <br />• Organize and attend permitting coordinating meetings with permitting subconsultant, BC design <br />team, and permitting agencies. <br />• Attend pre-application meeting with City Planning Departments. <br />• Prepare Puget Sound Clean Air Agency (PSCAA) Notice of Construction (NOC). <br />• Prepare SWPPP on City’s behalf. Coordinate civil design team to incorporate SWPPP <br />requirements into design documents as needed. <br />• Prepare Construction Stormwater General NPDES Permit application on City’s behalf. <br />• Coordinate BC and City review of subconsultant work products including draft environmental <br />permit applications. <br />• Complete review of City and subconsultant prepared permit applications and supporting <br />documentation. <br />• Organize subconsultant field work to complete project permit applications.
