The submitted drawings reference the"Seattle Codes" in one or more locations. The project <br /> should specify the building codes applicable to the city of Everett, including but not limited to <br /> the 2018 IRC, 2018 WSEC, and the 2018 IBC. See Section R106.1.1 and EMC Section <br /> 16.005.030. <br /> 2. The submitted drawings appear to have inconsistencies with the existing condition, including <br /> but not limited to multiple existing windows missing, and the east basement has a large <br /> opening (i.e., the staircase is not closed as shown). The drawings should accurately show the <br /> existing condition, and show modifications where proposed. See Section R106.1.1. <br /> 3. The proposed project appears to involve additional work that is not shown, including but not <br /> limited to modifying the exterior basement walls at the proposed new bedroom to create and <br /> emergency egress window. It is also understood from telephone discussions with Mr. Ponce on <br /> 04/08/2022 that some existing features are being removed including but not limited to the <br /> existing furnace and laundry facilities at the Main Floor. All proposed work should be clearly <br /> shown in the drawings. See Section R106.1.1. <br /> Architectural <br /> 1. The project involves converting the unfinished basement to habitable space. The basement is <br /> required to have code-compliant egress. The existing stairs do not appear to comply with <br /> current requirements and should be modified. See Section R311.7. <br /> 2. The proposed Basememt Plan on Sheet A3 includes a new bedroom with a below-grade egress <br /> window. Details should be provided for a window well. See Section R310. <br /> 3. The basement requires additional insulation, including but not limited to the basement floor, <br /> and the stairway walls and floor. See WSEC Table 402.1.1. <br /> 4. The proposed heating system for the house is not clear. The proposed Basement Plan on Sheet <br /> A3 shows both a furnace and heat pump system. The existing Main Floor Plan on Sheet A2 <br /> shows another existing furnace, though it is understood this is being removed. The proposed <br /> heating system(s) should be clarified. Gas appliances are prohibited in the locations specified in <br /> Section G2406. <br /> 5. The energy credit schedule on Sheet A3 includes credits for both a heat pump and high <br /> efficiency HVAC system. Both systems cannot be provided as indicated in the notes for the <br /> latter. The proposed credits should be revised. Note that the credits must apply to work at the <br /> basement level as this is the new conditioned space. The insulation schedule on Sheet Al <br /> should be revised if credits are selected that increase the performance requirements. See <br /> WSEC Section R406. <br /> 6. The Utility Room in the Basement Plan on Sheet A3 includes the water heater.
