The submitted response does not sufficiently address the comment. The submitted drawings <br /> appear to have inconsistencies with the existing condition, including but not limited to multiple <br /> existing windows missing, and the east basement has a large opening (i.e., the staircase is not <br /> closed as shown). The drawings should accurately show the existing condition, and show <br /> modifications where proposed. See Section R106.1.1. <br /> 3. This comment has not been completely addressed. The proposed project appears to involve <br /> additional work that is not shown, including but not limited to modifying the exterior basement <br /> walls on the east side of the building. Enclosing this space creates additional new conditioned <br /> space. Note that the proposed Basement Plan on Sheet A3 is incorrectly labeled as the Main <br /> Floor. All proposed work should be clearly shown in the drawings. See Section R106.1.1. <br /> Architectural <br /> 1. The project involves converting the unfinished basement to habitable space. The basement is <br /> required to have code-compliant egress. The response states that a 30-inch egress door has <br /> been added. The egress door is required to be at least 32-inches clear. Alternatively, the stair <br /> construction mut be modified to provided a code-compliant egress path. See Sections R311.2 <br /> and R311.7. <br /> 2. This comment has not been sufficiently addressed. The proposed Basement Plan on Sheet A3 <br /> includes a new bedroom with a below-grade egress window. Details should be provided for a <br /> window well. The maximum height to the sill should be specified. Details for new structural <br /> framing for the new opening should be provided; see structural comments below. See Section <br /> R310. <br /> 3. This comment has not been completely addressed. The basement requires additional insulation <br /> for the new enclosed basement area on the east side. See WSEC Table 402.1.1. <br /> 4. This comment has not been addressed. The proposed heating system for the house is not <br /> clear. The proposed Basement Plan on Sheet A3 shows both a heat pump system and cadet <br /> electric wall heaters. The previous plans for the existing Main Floor Plan showed another <br /> existing furnace, though it is understood this is being removed. The proposed heating <br /> system(s) should be clarified. The fuel normalization credit of 1.0 for heat pumps is not <br /> applicable. See WSEC-18 Table R406.2. <br /> 5. See the previous comment. The energy credit schedule on Sheet A3 includes credits for both a <br /> heat pump and high efficiency HVAC system. Both systems cannot be provided as indicated in <br /> the notes for the latter. The proposed credits should be revised. Note that the credits must <br /> apply to work at the basement level as this is the new conditioned space. The insulation <br /> schedule on Sheet Al should be revised if credits are selected that increase the performance <br /> requirements.
