Section 34 - Connection charges <br /> For sizes larger than three-quarter inch, or where it becomes necessary <br /> to open a paved street , the actual coat of labor and material in laying such <br /> service and replacing the pavement shall be charged . In such cases, and in <br /> cases of connections extending along a street on which there is no main, the <br /> cost of material and labor shall be estimated by the Superintendent and the <br /> estimated cost shall be paid to the Water Department by the person applying <br /> for such installation, before the work of connecting the main with the prop- <br /> erty is begun; provided, that whenever the estimated cost is not sufficient <br /> to cover the total expense for labor and materials, the deficit shell be <br /> charged to the property for which such installation was made and to the owner <br /> thereof, and provided further, that any excess payment shall be returned to <br /> the person applying for the installation. <br /> Section 35 - Turning on Water Without Permission <br /> Any person turning water on to any premises after it has been shut off <br /> by the Superintendent of the Water Department shall be deemed guilty of a <br /> misdemeanor. The water will be shut off and will not be turned on again un- <br /> til all charges have been paid. <br /> Section 36 - Plumbers <br /> No person or persons not employees of the Water Department shall be al- <br /> lowed to tap any water main or put in service pipes between said water main <br /> and stop cock near the line of the street curb, or to connect pipes where they <br /> have been disconnected or to turn water off or on any premises. <br /> Section 37 - Accounts <br /> All accounts for water shall be kept in the name of the owner of the pre- <br /> mises, when known, and all charges shall be made against the premises as well <br /> as the owner thereof. No change of ownership or occupancy shall affect the <br /> application of this section. All delinquent notices or communications shall <br /> be sent to the house and street number regardless of who pays water rate . <br /> Section 38 - Collection of Accounts <br /> Water rates except for meters shall be due and payable in advance on the <br /> first day of each month. Rebates will be made by the Water Department for va- <br /> cancies or removals where rates are paid in advance, when notice in writing <br /> -16- <br />
