No meter shall be removed or in any way disturbed, or the seal broken ex- cept in the presence of the proper authorities . Section 49 - Fire Hydrants The installation of fire hydrants shall be made on order of the City Coun- cil upon the recommendation of the Fire Chief . The cost of the hydrant and installation to be paid from theFire-Dergartment Fund . When new hydrants are ordered installed or removed on account of Local Improvement Districts , the cost of same shall be paid by the District.
