After an application has been signed and deposit has been accept- <br /> ed by the superintendent , the work will then be performed . <br /> Section 47 - Meters <br /> All meters shall be of a standard size and design and approved by the <br /> Superintendent, and each meter before it is installed shall be separately ex- <br /> amined , tested and approved . <br /> A meter shall be installed on any flat rate service , where, in the opinion <br /> of the Superintendent, water is being wasted, or where more water is being con- <br /> sumed than is being paid for on the flat rate schedule . <br /> A meter shall be installed on all services larger than three-quarter <br /> inch (3/4") . <br /> Meter Box Covers and Curb Cock Covers shall be kept free from obstruc- <br /> tions. All persons are prohibited from piling rubbish or building material <br /> thereon. <br /> Section 48 - Meters - Testing <br /> In the event of a meter getting out of order and failing to register, <br /> consumer shall be charged at the average daily consumption as shown by the <br /> meter when in order. Meters shall be taken out and tested free of charge to <br /> the consumer once every three years, and may be tested oftener than at maid <br /> three yearly period upon the request of the consumer in writing, and shall be <br /> tested in his presence in the shops of the Water Department , and a report <br /> thereon be duly made . Both parties to the test must accept the findings so <br /> made . If the test discloses an error against the consumer of more than 37. <br /> in the meter' s register, the excess in the three previous readings shall be <br /> credited to the consumers meter account and the Water Department shall bear <br /> the entire expense of the test, and the deposit required as hereinafter pre- <br /> scribed shall be returned. But when no such error is found , the person who <br /> has requested the test shall pay the charge for making such test. Before mak- <br /> ing a test of any meter, the person requesting such test shall at the time of <br /> filing his request with the Department, make a deposit with the City Treasurer <br /> of the amount charged for such test , subject to the conditions herein stated, <br /> which charges are filed as follows: For testing one-half inch meters to three- <br /> quarter inch meters , inclusive, one dollar; for testing one-inch meters to <br /> -19- <br />
