place of business for a period of two years and cancelling and revoking said license, and thereupon the Clerk of the Court shall furnish the Commissioner of Safety with a copy of such order, and the Commissioner of Safety shall proceed to close said place of business and thereafter no license shall be granted in such location for a period of two years . Section 26. Ordinance No. 2573 is hereby repealed and all ordinances or parts of ordinances in conflict herewith are likewise repealed . Section 27 . If any section, paragraph, phrase, clause or sentence of this or- 3inance is for any reason held unconstitutional or voi3, such decision shall not affect the validity of the remaining portion of this ordinance . Section 28. The license provided for herein shall be for the purpose of regu- lation and rpising revenue or for the combined purpose of regulation and raising re- venue . In those cases in which the purpose is for regulation, the provisions of this ordinance shall be deemed an exercise of the Police Power of the State of Washington and of the City of Everett for the protection and preservation of public morality, health, peace and good order within the limits of said city and its provisions shall be liberally construed for the accomplishment of this purpose . Section 29. Nothing herein contained shall be considered as affecting prosecu- tions now pending for violation of Ordinance No . 2573 passed by the City Council , and until said prosecutions are disposed of, said act shall be and continue to be in full force and effect for such purpose only. Section 30. An emergency is hereby declared to exist and this Ordinance, being necessary for the protection and preservation of public morals, health, peace and good order of the City of Everett , shall take effect immediately upon its passage and publication.
