r r No license shall be issued for a permit to sell beer or wine in a hotel hav- ing less than 35 rooms . The number of licenses issued to beer and wine par- lors in the city of Everett shall not exceed twelve (12) . Persons Disqualifying and Prohibited Locations Section 4. No beer and wine containing not more than 3 .2 per centum of alcohol by weight or Federal legalized beer or wine license shall be granted, either by original issue or transfer, to the following persons: Persons not a citizen. of the United States or any person who is not of good , moral character, or to any person to sell at a place within four hundred (400) feet of a block on. which a public school house is situated, distance to be measured by estab- lished street lines, nor on the same side of a street in any block on which a church is situated . There shall be not more than one beer parlor located in any one city block; nor in any block where a majority of property owners, or a majority of the residents and occupants of said block object before the license is granted to a beer parlor in said block. No retail beer and wine containing not more than 3.2 per century of alcohol by weight or Federal legalized beer or wine license shall be granted to any corporation or copartnership, nor to any association of persons, but the same may be granted to an individual member or members of a corporation or copartnership. No wholesale distributor or jobber's beer and wine containing not more than 3 .2 per centum of alcohol by weight or Federal legalized beer er wine license shall be granted to any corporation, if any of its officers or stockholders are within any of the prohibited classes mentioned herein, nor to a grocer, druggist, restaurant owner, hotel proprietor or manager, if within any of the prohibited classes . Applications for Licenses Section. 5. Any person desiring a license under the provisions of this ordi- nance shall file with the City Clerk in the City of Everett an application. there- for in writing, which application. shall state by street and number the room where the proposed business is to be conducted . Said application shall contain under oath of the applicant the correct statement showing where the applicant has re- sided for the last five years and what business he has been engaged in during such a period.
