• a <br /> commenter did mention they would be against the proposal if"addiction recovery"was to be included <br /> in the request.Staff provided information to the commenters as to where the project materials could be <br /> found, and the applicant also responded to the questions and comments raised by the commenters. All <br /> public comments and responses can be found in the project file and were taken into consideration upon <br /> making this decision. <br /> In evaluating this request for change of nonconforming use,the Planning Director also considered the <br /> following applicable requirements of EMC 19.38.020.B.C: <br /> 1.The intensity of the use shall not be increased.As a guide,the city shall consider traffic <br /> generation,parking, potential nuisance generation(noise, light/glare,smoke,dust,etc.),changes <br /> to products or services rendered and type of equipment used. <br /> 2.The planning director shall have the authority to require supporting studies, plans,or <br /> additional information to evaluate the proposed change of nonconforming use. <br /> 3.Conditions may be applied to limit the proposed impacts of the use on the surrounding <br /> properties and the city as a whole. <br /> DECISION <br /> The City of Everett Planning Director grants APPROVAL of the change of nonconforming use request to <br /> allow an office—clinic locate in the existing nonconforming commercial building at 1332 Colby.
