Amendment 1 PSA with Brown and Caldwell for Port Gardner Storage Facility Project <br />Exhibit A Scope of Work <br />19 <br />Activities/Approach: This task includes the following activities: <br />• To be developed in consult with CPI. <br />Task Assumptions <br />• This task is allowance based for scope to be identified depending on intermediate and final <br />design needs and to respond to field requests during construction. <br />• To be developed in consult with CPI. <br />Everett Responsibilities <br />• Provide the necessary staffing and resources to support field work. <br />Meetings <br />• One site visit. <br />Work Products <br />• Field Memoranda, with engineering recommendations. <br />Task 415 – Environmental (ESA) <br />Objective: Review applicable state and local environmental permitting requirements for the <br />demolition and storage facility packages. Identify Project environmental permitting needs, including <br />through a pre-application meeting with City planning departments. Complete and submit Project <br />environmental permits prior to the start of demolition and construction activities. The following <br />section summarizes activities within the permitting subconsultant’s scope of work. <br />Activities/Approach: This task includes the following activities: <br />• Conduct a reconnaissance of the site to determine if any critical areas or their buffer are present <br />on site. <br />• Complete background research and identify the necessary Project permits through <br />communication with state and City permit contacts. <br />• Hold a pre-application meeting with the City of Everett Planning departments. <br />• Develop a permitting matrix summarizes the Project permit requirements, permit trigger, key <br />scheduling milestones, submittal requirements, permitting contacts, and recommended timing of <br />submittals. The permitting matrix will delineate permitting requirements for both the demolition <br />and storage facility packages. <br />• Review and compile permit requirements, contact lead permitting agencies, prepare required <br />permit forms and applications, and facilitate submission of permit applications to governing <br />agency. <br />− Complete coordination of demolition permits prior to the start of demolition work in March of <br />2024. <br />− Complete coordination of storage facility package permits prior to the start of construction <br />scheduled for February 2025. <br />• Coordinate directly with BC project management and design team to fulfill environmental permit <br />requirements. <br />• Contribute environmental and technical content for City completed SEPA Checklist for the <br />Project. Review completed SEPA Checklist prior to publication.
