The purpose of the <br /> observation was to review the foundation rebar at 100% completion of the top mat for general conformance <br /> with the contract documents. <br /> PSE arrived on site at approximately 2:00pm and met with Paul Gentsch of Helion Energy and Hayden Leblonde <br /> of Andersen Construction. Installation of the primary top slab bars had been mostly completed.The iron workers <br /> had completed installation of the rebar cages at the building footing locations except for some outstanding <br /> instances of hairpin anchor reinforcing bars along the perimeter and #8 hooked bar pairs not yet tied in place. <br /> Cast-in items such as pilaster dowels and anchor rods had not yet been set in place. PSE found the condition of <br /> the observable structural work to be in general conformance with the construction documents. However, the <br /> following items were noted to be out-of-compliance and require correction or as otherwise noted. <br /> 1. Action Item 1— Issues with the top mat#11 bar lap splices located within the rebar cages was observed to <br /> cause notable congestion such that space for anchor reinforcing bars and anchor bars was not possible. <br /> Original detailing showed (5) #11 bars within the top mat of the rebar cages and in some instances, up to <br /> (10) bars were observed within a single plane due to lap splices adjacent to one another. Additionally, <br /> minimum bar spacing requirements were not possible due to the high congestion of bar. See Figure 2. The <br /> conflict was acknowledged by Andersen Construction while on site and discussed with PSE for various <br /> remedies. After discussion the day following the site visit, it was determined that removal of intermediate <br /> bar lines would alleviate the congestion to the most effect. Refer to correspondence in RFI 008 for design <br /> modification. Locations of lap splices shall be relocated centrally along the foundation as much as possible <br /> to avoid occurrence within the rebar cages. <br /> 2. Action Item 2 —The edge #11 bar (top mat) along the transverse edge of the foundation appeared to be <br /> located within the enclosed rebar cage portion, which appears to contribute to the congestion around the <br /> anchor bars.This bar shall be relocated as necessary to provide room for the anchor bars to slot into place. <br /> See Figures 2 & 3. <br /> OREGON I WASHINGTON I CALIFORNIA <br />
