The purpose of the two observations were to: (1) provide initial review of the <br /> installation of the pilaster dowels and perimeter anchorage at 100% completion for general conformance with <br /> the contract documents and (2) confirm all previously noted out-of-conformance items had been corrected in <br /> the field. Confirmation of all corrections was required by Andersen Construction to move forward with the <br /> scheduled pour on Wednesday, February 22nd 2023. <br /> PSE arrived on site at approximately 2:00pm on Friday, February 17th and met with Hayden Leblonde of Andersen <br /> Construction. Installation of the pilaster dowels had been completed and installation of the perimeter templates <br /> and anchor rods had been mostly completed. The iron workers were continuing installation of the anchor <br /> templates and keyway forms at the outstanding locations. At the time of SO#3, PSE found the condition of the <br /> observable structural work to be in general conformance with the construction documents, with the exception <br /> of the nonconforming items noted below. The site visit performed on Tuesday, February 21St acted as final <br /> verification that all items noted to be out-of-compliance were corrected as noted prior to the concrete pour. <br /> The items listed below were confirmed following the completion of SO#4. <br /> 1. Action Item 1 (Resolved) — Instances of the #5 stirrup bars with hooked legs that were cut-off or cut-short <br /> were observed in some locations.Andersen was instructed to replace these with bars with proper hooks or, <br /> if replacement is not possible, lapped with "L" bars. Laps should be tied sufficiently,and splice lengths should <br /> be maximized. Remedies were underway at the time of the final site visit. See Figure 2. <br /> 2. Action Item 2(Resolved)—One instance of missing anchor bars was noted on the west side of the foundation. <br /> The location of the anchor was positioned such that room for hairpin bars was very minimal. This was <br /> discussed on site with Andersen and was decided that "U" shaped bars without hooked legs should be <br /> installed and cut to length to fit within the available space. The#5 anchor reinforcing bars were installed at <br /> the subject anchor at the time of SO#4.The vertical legs were shorter than typical to fit within the available <br /> space, and the as-built conditions are acceptable to PSE.
