<br />Everett Transportation Element Scope of Work <br />August 11, 2023 <br /> 1 <br />Everett Transportation Element <br />Scope of Work <br />Project Description <br />The current Transportation Element of the City’s Comprehensive Plan was adopted in 2015. Several <br />amendments have been incorporated into the element during the past decade to reflect changes in <br />growth in the City. The long-range planning horizon of the 2015 Comprehensive Plan was 2035. The long - <br />range planning horizon for this Comprehensive Plan update is 2044. <br />This project includes two primary efforts: Leading the transportation chapter of a SEPA analysis for three <br />future year land use scenarios for 2044 and updating the City’s Transportation Element. Both efforts will <br />update existing transportation conditions to 2023 and consider planned transportation projects/programs <br />that have been put in place since 2015. Travel forecasts for the new long-range planning horizon (2044) <br />under three land use scenarios will be prepared using the PSRC Soundcast model. Analysis will be <br />performed to support a SEPA analysis of the three alter natives and select a preferred alternative. The <br />travel demand modeling and multimodal analysis performed for the preferred alternative will inform the <br />identification of project and program needs for the long-range planning horizon. The update will also <br />result in reaffirming and/or revising key transportation policies. The update will identify transportation <br />funding needs and financial constraints, and review concurrency programs. Finally, the update will set <br />project priorities, including recommendations for updating the 6-Year Transportation Improvement <br />Project (TIP) list. <br />Project Tasks <br />The following project tasks are required to complete the work: <br />0. Project Management & Meetings <br />0.1 Attend and facilitate a project kick-off meeting with City staff. <br />0.2 Attend and facilitate a land use scenario workshop to confirm up to 3 future year scenarios <br />for the SEPA assessment. <br />0.3 Prepare for and attend up to three (3) meetings of the Transportation Advisory Committee. <br />0.4 Prepare for and attend up to three (3) meetings of the Planning Commission. <br />0.5 Prepare for and attend up to one (1) adoption hearing with the City Council. <br />0.6 Submit monthly progress reports with invoices and coordinate scope of work execution bi- <br />weekly calls with the City’s project manager.
