<br />1. Existing Conditions Report (Update of the 2015 Plan)
<br />1.1 Review relevant plans and programs, including but not limited to: City of Everett
<br />Comprehensive Plan and supplements, subarea plans, transit plans, active transportation
<br />plans, concurrency and mitigation ordinances; relevant documents from WSDOT, PSRC Vision
<br />2050, Snohomish County, Sound Transit, Port of Everett, and other adjacent jurisdictions.
<br />1.2 Compile Existing Traffic Conditions, including but not limited to: traffic projects completed
<br />since adoption of the 2015 Comprehensive Plan; description of the Arterial Road Network
<br />including number of lanes (freeway, arterial, collector), grade-separations and interchanges,
<br />traffic signals, and ITS; Travel Demands including ADT along the Arterial Road Network and
<br />PM peak hour traffic, truck/freight, bicycle, and pedestrian volumes at up to 10 study
<br />intersections.
<br />1.3 Compile Existing Transit Conditions, including but not limited to: transit projects completed
<br />since previous Comprehensive Plan; description of the Fixed Route Bus and Rail Transit service
<br />(ET, CT, ST); Special Transit Services; and transit ridership data.
<br />1.4 Compile Existing Active Transportation Conditions, including but not limited to: projects
<br />completed since previous Comprehensive Plan; Bicycle Master Plan, description of the active
<br />transportation system (multi-use paths, bicycle lanes, sidewalks, and waterfront access).
<br />1.5 Compile Existing Modal Split Conditions, including calculation of modal splits by zone;
<br />description of TDM/CTR Measures implemented; and comparison to previous forecasts
<br />(“score card”).
<br />1.6 Deliverable: Existing Conditions Technical Memorandum 1: prepare draft technical
<br />memorandum in conjunction with input from staff; review with City staff, and edit based on
<br />one consolidated set of comments.
<br />2. Transportation Policy Review
<br />2.1 Review Modal Split Targets. Prepare background synopsis from Existing Conditions Report;
<br />evaluate progress towards meeting modal split targets; update outlines for
<br />schedules/timetables to reach targets; identify TDM/CTR Measures and TMA required (if any)
<br />to achieve targets.
<br />2.2 Transportation Hierarchy/ Level of Service/ Concurrency. Update background synopsis
<br />from Existing Conditions Report, with outline of how to achieve modal split targets with:
<br />• Streets Network Plan (freeway, arterial, collector and Level of Service)
<br />• Transit Network Plan (HCT, BRT, arterials, collectors and Level of Service)
<br />• Active Transportation Plan (Trails, Bike Lanes, Sidewalks and Level of Service)
<br />• Multi-Modal Network Plan (Mode Transfer Stations, HOV Lanes, Truck Routes, ITS,
<br />Air, Water, Rail, Park and Ride)
<br />2.3 Deliverable: Transportation Policy Technical Memorandum 2 : prepare draft technical
<br />memorandum, review with City staff, and edit based on one consolidated set of comments.
<br />Assumption: policy updates build from the prior transportation element.
