Everett Transportation Element Scope of Work <br />August 11, 2023 <br /> 4 <br />multi-modal stations, park and rides, and ITS facilities. Identify implementation achievement <br />schedules (“score card”). <br />5.2 Road Improvement Needs Assessment. Calculate 2044 LOS for arterial street corridors; <br />identify freight priority corridors; prepare road deficiency list including GP and HOV lanes, <br />queue jumps, ITS corridors, grade separations, interchanges, etc. Update preliminary 6 -, 12-, <br />and 20-year project lists. <br />5.3 Transit Improvement Needs Assessment. Identify transit priority corridors based on findings <br />from the Transit Plan; update transit deficiency list, including HCT, bus arterial improvements, <br />stations, and shelters. Update preliminary 6-, 12-, and 20-year project lists. <br />5.4 Active Transportation Improvement Needs Assessment. Identify active transportation <br />system deficiencies, including trails and bicycle parking facilities; update high demand <br />pedestrian/bicycle corridors such as downtown, schools, colleges, waterfront, incorporating <br />findings from the Bicycle Master Plan, Safety Action Plan, and Complete Streets Plan. Update <br />6-, 12-, and 20-year project lists. <br />5.5 Deliverable: Transportation Needs Assessment Technical Memorandum 4: prepare draft <br />technical memorandum, review with City staff, present to Transportation Advisory Committee , <br />and edit based on one set of consolidated comments. <br />6. Funding and Concurrency <br />6.1 Update Planning Level Project and Program Cost Estimates including: <br />•Multi-modal project cost estimates <br />•Road project cost estimates <br />•Transit project cost estimates <br />•Active transportation project cost estimates <br />6.2 Review Project and Program Funding and Prioritize Projects <br />•Identify projected federal, state, and local funds for 6-, 12-, and 20-year projects <br />•Develop prioritized project list <br />6.3 Review Concurrency <br />•Review and propose revisions to concurrency program <br />•Identify criteria and method for periodic updates to the mitigation fee schedule <br />6.4 Deliverable: Funding and Concurrency Technical Memorandum 5: prepare draft technical <br />memorandum, review with City staff, and edit based on one set of consolidated comments. <br />7. Sidewalk Prioritization Process <br />7.1 The consultant will support the city in developing a sidewalk prioritization process. This will <br />include compilation of examples from peer communities and how they have approached this <br />task. <br />7.2 The consultant will present options to the city in a workshop. <br />7.3 Following feedback in the workshop, the consultant will develop a memorandum that <br />summarizes the recommended approach.
