<br />Everett Transportation Element Scope of Work <br />August 11, 2023 <br /> 3 <br />3. SEPA Analysis of up to Three Future Year Alternatives <br />Following the land use scenario development workshop in Task 0, the Consultant will conduct a <br />transportation SEPA analysis of up to three future year alternatives. Findings will be documented in the <br />Transportation Chapter of a SEPA report. <br />3.1 Update Land Use Elements. For up to three alternatives, review 2044 population and <br />employment forecasts; review special growth areas (Riverfront, SW Everett subarea, <br />Downtown, Waterfront, Paine Field, TODs, etc.); review urban growth area. <br />3.2 Update Traffic and Transit Travel Estimates. For up to three alternatives, update previous <br />modeling work done for Everett based on current PSRC Soundcast modeling outputs; <br />manually post-process travel demand model outputs; apply forecast modal splits by zone <br />(from Task 2.1); refine future travel forecast estimates for three future land use scenario; <br />produce arterial map of 2044 PM Peak (up to 10 study intersections) and ADT traffic and <br />transit volumes. <br />3.3 Deliverable: Transportation SEPA Chapter: Compile transportation chapters of D(S)EIS and <br />F(S)EIS, leveraging relevant SEPA documents prepared by the City or PSRC for prior <br />transportation and land use planning efforts, and identifying elements of the proposal and <br />city standards and regulations that reduce impacts (e.g., climate resiliency, green <br />infrastructure, etc.). <br />3.4 Selection of preferred alternative. The consultant will attend up to two meetings to <br />facilitate the selection of a preferred alternative. <br />4. Update Future Transportation Demand Forecasts for Preferred Alternative <br />4.1 Update Land Use Elements. Review 2044 population and employment forecasts; review <br />special growth areas (Riverfront, SW Everett subarea, Downtown, Waterfront, Paine Field, <br />TODs, etc.); review urban growth area for the preferred alternative. <br />4.2 Update Traffic and Transit Travel Estimates. Update previous modeling work done for <br />Everett based on current PSRC modeling outputs; manually post-process travel demand <br />model outputs; apply forecast modal splits by zone (from Task 2.1); refine future travel <br />forecast estimates for one future land use scenario (the preferred alternative); evaluate modal <br />split objectives (from Task 2.1); produce arterial map of 2044 PM Peak (up to 10 study <br />intersections) and ADT traffic and transit volumes. <br />4.3 Deliverable: Travel Demand Technical Memorandum 3 : prepare draft technical <br />memorandum, review with City staff, and edit based on one consolidated set of comments. <br />5. Transportation Needs Assessment <br />5.1 Multi-Modal Needs Assessment. Evaluate compliance with identified TMA and TDM/CTR <br />priorities of previous 2015 plan, including transit incentives, active transportation incentives, <br />land use incentives, vehicle and bicycle parking codes, park and ride/multi-modal station <br />objectives, inter-agency cooperation, etc. Update 6-, 12-, and 20-year project lists including
