Scope of Work: <br />Everett Transit’s Long-Range Plan <br />Project description <br />This scope of work document supplies potential Long Range Plan outreach consultants with an <br />understanding of the work, timelines, and deadlines necessary to complete Everett Transit’s Long Range <br />Plan update. <br />The outreach portion of the Long-Range Plan will include two phases of engagement. Phase One will <br />confirm customer and resident feedback, received between 2019 to 2023, including a strong focus on <br />the public education of micro transit and ideal service areas. Additional education will include ADA <br />eligibility for Paratransit. Phase Two will include the final service planning proposal of the Long-Range <br />Plan, incorporating information received during Phase One and aligning growth potential with future <br />regional connectivity. Phase Two will also show residents and customers the potential service growth <br />opportunity if Everett Transit would approach a 0.3% tax increase, moving the transit excise tax from the <br />current 0.6% to 0.9%. <br />Outreach Theme Confirming our understanding <br />Timeline September 2023 – April 2024 <br />Deadlines Present final report to Everett Transit staff, March 15, 2024 <br />Everett City Council update adoption, May 9, 2024 <br />Project tasks <br />The following projects tasks are required to complete the work: <br />0.Project management <br />1.1 Setup and attend virtual project kick-off meeting with Everett Transit staff to establish <br />understanding of roles and responsibilities. Assume up to two PRR staff members to <br />attend. PRR will prepare one agenda and one meeting notes summary. <br />1.2 Prepare eight monthly project status reports and invoices throughout the outreach and <br />engagement phases and share with Everett Transit staff <br />1.3 Attend up to 32 weekly half-hour virtual project meetings – assume one PRR staff <br />member to attend. <br />1.4 Develop one project work plan and update throughout project <br />1.5 Develop PPT for board presentation
