The existing conditions shown in the drawings <br /> are not consistent with the available City of Everett and Snohomish County records. The <br /> location of the basement bathroom and family room are specified as undeveloped basement <br /> and only 144 SF of the basement is developed/finished. A copy of the old SnoCo Field Assessor <br /> record is attached; note that the SnoCo records only provide a record of the building condition <br /> for the purpose of assessing taxes and do not substantiate a permitted condition. The drawings <br /> should be revised to show all previous unpermitted work as new work; all new work is required <br /> to comply with the current code requirements. Alternatively, the drawings should show the <br /> removal of unpermitted work and restoration of the building to its previous legally permitted <br /> condition. See IRC Sections R102.7.1, R105.1, and R113.1. <br /> 2. Continuing with the previous comment, the SnoCo records appear to show the garage as <br /> originally constructed as a carport and later converted to a garage in 1984. Previous permit <br /> history for a carport to garage conversion was not found in City of Everett records. Plans <br /> should be updated to show the unpermitted garage as new work; all new work is required to <br /> comply with current code requirements. Framing of the walls enclosing the carport should be <br /> specified on the plans. <br /> 3. The project involves increasing the conditioned space at the basement with the new family <br /> room (see comment 1). Energy credits are required per WSEC Section R406. The required <br /> number of credits should be normalized per Table R406.2. A schedule of the selected credits <br /> should be included in the drawings. The performance requirements for the selected credits <br /> should be specified. <br /> 4. See General Note C on Sheet A3. Plans should specify the dimension to the windowsill. <br /> R3010.2.2 <br /> 5. See note regarding openings in Deck Elevation on Sheet S1. Note should be updated to specify <br /> openings to be less than 4 inches. R312.1.3 <br /> 6. See Sheet A4. It appears that a window opening is missing in the Family Room at the exterior <br /> wall adjacent to the deck.
