<br />The following provides typical requirements for one- and two-family residential projects designed to comply with
<br />the 2018 International Residential Code (IRC). This document does not provide a detailed list of code requirements
<br />and does not provide requirements for preparing designs complying with the 2018 International Building Code
<br />(I BC).
<br />See IRC Section R105.2 for building work that is exempt from requiring permits. All work is still required to
<br />comply with the applicable requirements of the building codes; the designer is responsible to verify compliance.
<br />Exempt work includes but is not limited to:
<br />• Finish work that does not alter the building structure or egress routes and features, including: painting, papering,
<br />tiling, carpeting, cabinets, counter tops, etc.
<br />• One-story detached accessory structures with floor areas not exceeding 200 square feet.
<br />• Window and door replacement, provided that the opening size does not change.
<br />• Fences not exceeding 7 feet tall.
<br />• Retaining walls not exceeding 4 feet tall (top of wall to bottom of footing), with no surcharge loads (e.g., roads or
<br />buildings located above wall and within 2x distance of the wall height), or sloped surfaces above or below. Build
<br />per manufacturer.
<br />• Concrete or masonry walls used as fences and not exceeding 4 feet tall. Walls must be internally stable (i.e.,
<br />reinforced with a minimum 1-foot wide foundation, or maximum 4:1 height -to -width ratio).
<br />• Playground equipment.
<br />• Detached decks not exceeding 200 square feet and not more than 30 inches tall.
<br />The 2018 IRC and 2018 IBC are adopted by the Washington Administrative Code (WAC) Title 51 and Everett
<br />Municipal Code (EMC) Chapter 16.005 (effective 02/01/2021). WAC amendments to the cited code sections are
<br />followed by "(WAC)". Design for one- and two-family residential buildings is permitted per IBC Section 101.2 and
<br />IRC Section 101.2 (WAC). Residential buildings not complying with the limitations of these sections require design
<br />in accordance with the IBC. In addition, limited or comprehensive structural design may be performed for building
<br />designed using the IRC per Section R3011.3; additional requirements may apply.
<br />The provisions of the IRC shall apply to new buildings, additions, alterations, and repairs, without requiring
<br />compliance by the existing structure. See IRC Section R102.7.1(WAC). Note that unpermitted work previously
<br />performed within the building, whether by the current of former owner, does not qualify as "existing" and must be
<br />approved with a valid permit. See IRC Sections R1051, R105.4, R105.6, and R1131.

<br />A. General Requirements
<br />1. General:
<br />a. Two complete sets of construction drawings. See IRC Section R1061(WAC). Do not submit original copies;
<br />originals will not be returned. Sets should include at a minimum (as applicable):
<br />i. Site
<br />ii. Architectural
<br />iii. Structural
<br />b. Provide all drawings on a single standard sheet size (e.g.,11"x17", etc.); do not exceed 24"x36"
<br />c. Drawings should be legible and good reproduction quality (IRC Section R10611).
<br />d. Prepare drawings using recognized drafting standards for building construction (IRC Section R10611).
<br />e. Prepare drawings using the approved scales. Use consistent scales where appropriate (e.g., same scale for all
<br />architectural and structural plans, etc.). Scales should be:
<br />ii. Site plans: engineering scale (e,g.,1"=10, etc.).
<br />iii. Architectural and Structural plans: architectural scale (e.g., Y4=1'-011
<br />, etc.).
<br />f. State the site address on all plans (IRC Sections R105.3(2) and R3191).
<br />g. Provide a scope of work (SOW) statement describing the proposed project (IRC Section R105.3(1)). List key
<br />project elements. Proposed future work should not be included.
<br />h. List work requiring separate permits including but are not limited to: electrical, mechanical, plumbing, and fire
<br />sprinklers.
<br />2. Site Drawings:
<br />a. Prepare per Planning Department requirements, and addition items stated herein.
<br />b. Dimension lot setbacks (EMC and IRC Section R106.2),
<br />c. Dimension building fire separation distances (IRC Sections R202 and R302).
<br />d. Show means -of -egress from the building to the public way (IRC Section 3111).
<br />e. State ground elevations adjacent to building foundations and retaining walls. Show sloping surfaces where
<br />they occur; specify slope.
<br />3. Building Drawings:
<br />a. Architectural and structural construction. Provide separate drawings for each discipline where work is
<br />significant. Proposed future work should not be included. See specific requirements in "Architectural" and
<br />Structural" sections below.
<br />b. Show entire house layout, including existing construction not included in the project. Detailed construction
<br />information is not required for existing work that has been previously permitted. Existing construction should
<br />show:
<br />i. Walls, drawn at nominal thicknesses (e.g., 411
<br />, 6", etc.).
<br />ii. Stairs, including width, handrails, and landings (dimension size).
<br />iii. Doors, type, width, and swing direction.
<br />iv. Windows, including emergency egress windows and sizes.
<br />v. Non -habitable spaces (e.g., garages, unfinished basements, attics, crawls spaces, storage rooms, etc.)
<br />vi. Label use of each room (e.g., kitchen, bedroom, etc.).
<br />vii. Exterior decks, porches, and balconies, including stairs, guards, and landings.
<br />viii. Locations of all appliances (e.g., stove, furnace, W/D, etc.).
<br />ix. Smoke and carbon monoxide alarms.
<br />x. Sprinkler system.
<br />c. Perform review of City of Everett and Snohomish County records to verify permitted condition of the house
<br />and identify unpermitted work. Show unpermitted work as new construction, not existing. Detailed information for
<br />construction is required. See IRC Sections R1051, R105.4, R105.6, and R1131. Available records may be viewed

<br />B. Architectural Requirements
<br />1. General:
<br />a. Plans: Floor, basement, reflected ceiling, and roof.
<br />b. Exterior elevations: Show each side of building where work is occurring. May be omitted if exterior work is not
<br />proposed.
<br />c. Building sections: Provide complete sections through building to clarify proposed construction. Minimum one
<br />in each principal building direction (more as required). May be omitted for small projects and renovations.
<br />d. Local sections, details, general notes, material requirements, and other information as required to specify the
<br />proposed construction.
<br />e. Plan and elevation dimensions: Include all dimensions, elevations, slopes, etc. required to define the proposed
<br />work. Story heights should not exceed the limits of IRC Section R3011.3. The total building height should not
<br />exceed the limits of the EMC; contact the Planning Department for additional information.
<br />2. Room (IRC Sections R304 and R305):
<br />a. Label use of each room.
<br />b. Room dimensions and area
<br />c. Ceiling height(s) and slope(s).
