September 27, 2023 <br />1 <br /> <br /> <br />The regular meeting of the Everett City Council was called to order at 6:30 p.m., September 27, <br />2023, by President Stonecipher. <br /> <br />Upon roll call, it was found that Mayor Franklin, and Council Members Fosse, Schwab, Vogeli, <br />Zarlingo, Tuohy, Rhyne, and President Stonecipher were present. <br /> <br />Council Member Rhyne led the Pledge of Allegiance. <br /> <br />Council Member Tuohy read the land acknowledgement. <br /> <br />The minutes of the September 13, 2023, and September 20, 2023, meetings were approved. <br /> <br /> <br />MAYOR <br /> <br />Mayor Franklin requested a concurrence on a new appointment to boards and commissions. <br /> <br /> APPOINTMENT <br /> <br />Moved by Council Member Rhyne, seconded by Council Member Vogeli, to concur with the <br />following appointment: <br /> <br /> Everett Housing Authority Board <br />• John Traynor, Pos #1 – term expiring 10/6/2028 <br /> <br />Roll was called with all council members voting yes. <br /> <br /> Motion carried. <br /> <br />Mayor Franklin stated that after additional feedback from stakeholders the proposed Project <br />Labor Agreement (PLA) ordinance that was scheduled for first reading on tonight’s agenda was <br />pulled. <br /> <br />Mayor Franklin invited Police Chief Templeman to provide an announcement. <br /> <br /> RETIREMENT ANNOUNCEMENT <br /> <br /> <br />Everett Police Chief Dan Templeman announced his retirement of 31 years of service, with an <br />effective date of October 31, 2023.
