The <br />existing conditions shown in the drawings are not consistent with the available City of <br />Everett and Snohomish County records. A copy of the old SnoCo Field Assessor record is <br />attached; note that the SnoCo records only provide a record of the building condition <br />for the purpose of assessing taxes and do not substantiate a permitted condition. The <br />drawings are also not consistent with photography available on Google Earth and the <br />real-estate website Redfin.com. The drawings should be revised to show all previous <br />unpermitted work as new work; all new work is required to comply with the current <br />code requirements. Alternatively, the drawings should show the removal of <br />unpermitted work and restoration of the building to its previous legally permitted <br />condition. See IRC Sections R102.7.1, R105.1, and R113.1. <br />4. The house is subject to Code Enforcement action per File No. CE21-0824. The drawings <br />to not provide sufficient information to address the unpermitted conditions and should <br />be revised. See IRC Section R105.1 and R113.2. <br />The submitted drawing appears to show creation of an ADU inside the existing <br />building. The building has not been permitted for an ADU or apartment unit. Contact <br />the Planning Department for more information on requirements for ADUs. <br />6. The construction drawings should include all levels of the house. Detailed construction <br />information is not required for areas that are not included in the proposed scope -of - <br />work. At a minimum, the plans should show the walls, doors, egress routes, windows <br />including egress windows, smoke and CO alarms, and use of each room. See IRC Section <br />R106.1.1. <br />7. The proposed project appears to involve work that is not clearly shown including but not <br />limited to modifying walls, doors, floors, roof, windows, sinks, showers, and toilets. All <br />proposed work should be clearly shown in the drawings. The drawings should clearly <br />delineate between existing and new work using established drafting standards. All <br />demolition should be shown on the existing floor plans. All new construction should be <br />shown on the new floor plan. Where the proposed project includes modifications to <br />existing building components (e.g., gypsum wall board, insulation, etc.), these <br />components should be similarly delineated from existing component that are not being <br />altered. See IRC Section R106.1.1. <br />Architectural: <br />8. Handrails should be specified for all stairways. See IRC Section R311.7.8. <br />9. The bedrooms should have emergency egress openings. The minimum opening <br />dimensions and area, and maximum bottom sill opening height of the floor, should be <br />specified. Provide a window well at below -grade locations. Structural modifications <br />may be required. See IRC Section R310. <br />10. Smoke and CO alarms should be provided per IRC Sections R314 and R315. The <br />locations of all alarms should be shown on the plans. The alarms should be hardwired, <br />interconnected, and provided with back-up battery power as required. <br />
