• a . . , 41111111111.11111.' ...•, 8 ORDINANCE N . 2518 An ordinance providing for the improvement of Colby Avenue from 23rd Street to Pacific Avenue , by the removal of old wood !block pavement and sand cushion, repa ing old concrete base where necessary, construction of six 6) inch one course Port- land cement concrete pavement, full width between curbs, instal- lation of necessary drainage, repairing curbs and walks where necessary, making necessary water main changes and doing all other work on the entire district necessary to make a complete improvement, creating an assessment district, creating a Local Improvement District fund therefor and providing that payment for said improvement be made by special assessment on the property in said district under the mode of "Payment by Bonds," and declaring an emergency. WHEREAS, a majority petition of the property owners petitioning for said improvement has heretofore been filed with the Commissioner of Public Works and said commissioner has heretofore found the things set forth in said petition are true and, WHEREAS, said commissioner of Public Works has filed with the City Council, all data and information as required by law, and, WHEREAS, said Commissioner of Public Works has recommended to the City Council that said improvement petitioned for be made and it appearing to the City Coundil that public convenience * and necessity requires such improvement to be made. NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: Section 1: That Colby Avenue from 23rd Street to Pacific Avenue be improved by the removal of old wood block pavement and sand cushion, repairing old concrete base where necessary, construction of six (6) inch one course Portland cement concrete pavement full width between curbs, installation -,-
