' T i of necessary drainage, repairing curbs and walks where necessary, making necessary water main changes, and doing all other work on the entire district necessary to make a complete improvement according to the plans and specifications prepared by the City Engineer, which plans and specifications are hereby adopted and approved. Section 2: That the cost and expense of such improvement, including all necessary incidental expenses shall be borne by and assessed against the property included in the assessment district herein created in accordance with law. Said cost and expense of such improvement shall include the cost and expense of installing a six inch water main from 25th Street to Pacific Avenue,hat cost and expense to be borne by and assessed against property in said district between 25jth Street and Pacific Avenue. Provided, however, that such portion of said cost as shall be Avenue, Provided, deemed fair, proper and just by the council shall be borne by the City Water Department and provided further that the assessment to be made against Lots 27 to 32, inclusive, Block 718, Plat of Everett belonging to the United States, shall be borne by the City of Everett. The City of Everett shall not be liable in any manner for any other portion of the costs and expenses of such improve- ment except as provided in Chapter 141, Session Laws of 1923,. and Ordinance No . 2126 of the City of Everett. Section 3: That there is hereby established, an enlarged Local Improvement District to be called Local Improvement Distiict 4.14 No. 508 , which said enlarged district shall be divided into a direct benefit district and an indirect benefit district. The enlarged, district shall include all the property herein- after described as being in the direct benefit district and all that property herein described as being in the indirect benefit district. The direct benefit district shall include: -2-
