' T i <br /> of necessary drainage, repairing curbs and walks where necessary, <br /> making necessary water main changes, and doing all other work <br /> on the entire district necessary to make a complete improvement <br /> according to the plans and specifications prepared by the City <br /> Engineer, which plans and specifications are hereby adopted <br /> and approved. <br /> Section 2: That the cost and expense of such improvement, <br /> including all necessary incidental expenses shall be borne by <br /> and assessed against the property included in the assessment <br /> district herein created in accordance with law. Said cost and <br /> expense of such improvement shall include the cost and expense <br /> of installing a six inch water main from 25th Street to Pacific <br /> Avenue,hat cost and expense to be borne by and assessed against <br /> property in said district between 25jth Street and Pacific Avenue. <br /> Provided, however, that such portion of said cost as shall be Avenue, <br /> Provided, <br /> deemed fair, proper and just by the council shall be borne by the <br /> City Water Department and provided further that the assessment to <br /> be made against Lots 27 to 32, inclusive, Block 718, Plat of Everett <br /> belonging to the United States, shall be borne by the City of <br /> Everett.
